Council Chief: Europe Unprepared for Hybrid Warfare With Russia

Europe remains inadequately prepared for the hybrid warfare that could accompany a wider confrontation with Russia, the head of the Council of Europe has warned, as governments simultaneously pour hundreds of billions of dollars into rearmament and grapple with mounting demographic pressures.
Council of Europe Secretary-General Alain Berset told Newsweek on the sidelines of the United Nations General Assembly that European nations must "evolve to confront, to face, the challenge of hybrid threats," acknowledging that "we are not really well-prepared for this, to be honest."
Berset, a former Swiss president who has led the 46-member organization since 2024, pointed to the Russia-Ukraine war as evidence of the rapidly changing nature of conflict.
