UN head of disarmament steps down

NEW YORK: The UN representative for disarmament who was involved in the agreement to destroy Syria’s chemical weapons is stepping down, the international body announced on Tuesday.

Secretary General Ban Ki-moon hailed Angela Kane’s “crucial contribution” to help rid the world of chemical weapons, disarm conflict zones and stop the proliferation of nuclear weapons.

During her global disarmament work, Kane was tasked with investigating claims of chemical weapons use during the Syrian civil war and then helping implement a 2013 agreement to destroy the government’s weapons stockpiles.

The US-Russia brokered agreement led to the destruction of 1,300 metric tonnes of toxic chemicals, however the Syrian regime has been accused recently of deploying chlorine gas in attacks in the north of Syria.

Kane, a German national, frequently briefed the UN Security Council on the progress of that destruction.

Kane was appointed as High Representative for Disarmament Affairs in 2012 following a long career at the United Nations that saw her work in Ethiopia, Eritrea, Indonesia, Thailand and El Salvador.

She will be replaced in the interim by Kim Won-soo, a special adviser to Ban.

Separately, Australia has prevented a third teenager from flying out to fight in the Middle East, a minister said on Wednesday, as Western countries battle to stop the flow of youngsters to militant groups.

The 17-year-old boy was taken off a plane at Sydney airport on March 12 after being interviewed by counter-terrorism officers, Immigration Minister Peter Dutton told reporters.

He has since been returned to his family while investigations continue.

Two other boys, aged 16 and 17, with tickets to an undisclosed Middle Eastern country were stopped from leaving Australia on March 6.

“The point of all this is there is a significant and growing threat at our airports and our borders,” Dutton said.

Prime Minister Tony Abbott underlined that no effort would be spared to prevent people joining groups such as Daesh in Iraq and Syria.

“We will do everything we can to stop you if you do try,” Abbott told the same press conference.

“It is absolutely critical that the people of Australia appreciate that the death cult Daesh is reaching out to vulnerable and impressionable young people.”

“The death cult is reaching out, seeking effectively to brainwash people online,” he said.

Indonesian militants believed to have returned from fighting with the Daesh in Syria are suspected of being behind an attempted chlorine bomb attack in a shopping mall last month, police said on Wednesday.
