DIYARBAKIR, Turkey—Twin suicide bombs exploded among crowds gathered for Kurdish spring celebrations in the northeastern Syrian city of al-Hasakah late Friday, leaving at least a dozen dead and many more injured, Kurdish officials and activists said.
