An unmistakable surge

Three separate terrorist attacks on Friday – in France, Tunisia and Kuwait – highlight how fast terrorism is spreading globally, despite the so called international resolve to fight the menace. The beheading of a factory worker in France, the attack on a tourist resort in Tunisia and the suicide bombing of a Shi’a mosque in Kuwait are an indication of how far behind the curve international law enforcement agencies are. Not only is the Islamic State (IS) able to maintain and expand its base of caliphate in Iraq and Syria – despite allied bombing – it is also clearly able to influence people across continents to carry out its agenda.

These attacks happened shortly after IS’s spokesman urged followers to increase attacks during Ramzan. Their success shows glaring security loopholes on at least two crucial levels. One, there is still no viable mechanism to prevent movement of terrorists and weapons across large areas. And two, it is so easy for IS and the like to exploit extremist Muslim sentiment because there is still no effective counter narrative. This shortcoming has been strongly felt in Pakistan as well, where the government also struggles to build a cohesive national narrative that projects the true virtues of Islam. With security loopholes and without a comprehensive script, it is not likely that security agencies will get a handle on this problem anytime soon.

In Pakistan, there has been a tendency on part of the government to downplay the presence of IS inside the country. Even after the tragic Ismaili community massacre in Karachi, which was duly claimed by IS, the government remained in denial. Yet there is enough proof before it now of the so called caliphate’s ability to exercise influence – with deadly force – across continents. Hopefully recent events will knock some more sense into our own security machinery and while it has improved significantly since Zarb-e-Azb, it will also finally make progress on the narrative.
