2 US senators want China uninvited from war games

MANILA, Philippines — Two American senators attempted to block China's participation in the United States-led Rim of the Pacific (RIMPAC) military exercises set next year.

In a letter to the Pentagon, Sens. John McCain and Jack Reed said the invitation extended by the US Pacific Command to China for the 2016 drills is "misguided" due to its "disruptive behavior, particularly in reclaiming territory across the Spratly Island chain, in the East and South China Seas.

The annual exercise, the world's largest international maritime warfare training, is led by the US and regularly participated by China's rival maritime claimants Japan and the Philippines.

"Given China's behavior in the past year alone, including its disregard for the interests of our allies, international law, and established norms, we do not believe Beijing should have been invited to this prestigious US-led military exercise in 2016," McCain and Reed, chairman and ranking member of the Senate armed services committee, said in a signed letter sent late May.

China, moreover, does not seem to want to contribute to regional peace, and instead "appears more intent on waging a maritime sovereignty competition," they said.

The senators acknowledged the need for the US to sustain a healthy military relationship with China, but hinted that it is not enough reason to engage with its People's Liberation Army.

They also noted that countries affected by China's aggressiveness at sea usually join RIMPAC.

"Some of the very countries that China continues to coerce with its growing power, including Japan and the Philippines, are regular participants at this exercise," McCain and Reed said.

Japan and the Philippines are two of the three defense allies of the US in the western Pacific.

"For these reasons, we believe the People's Liberation Army Navy's invitation to attend RIMPAC 2016 should be revoked," they said.

On Monday, Adm. Harry Harris, commander of the US Pacific Command, said the US reserves the right to withdraw the RIMPAC invitation to China.

Harris said the invitation is still extant, but he kept mum on whether the US is giving Beijing conditions for its participation in RIMPAC.

"I don't want to tell you exactly what those conditions are, because China might come right up to those conditions... We'll see how it goes," he said in a media briefing in Tokyo, as cited by the Asahi Shimbun.
