Viet Nam Prime Minister retires former bank governor

Ha Noi, July 13:

Prime Minister Nguyen Tan Dung retired the former State Bank Governor, Le Duc Thuy from public service in March following allegations that plastic banknote maker Securency International paid for his son's education at Durham University, England, reports Thanh Nien newspaper, the flagship publication of the Viet Nam Youth Federation.

Viet Nam’s investigators have also been instructed to cooperate with Australian Federal police in their inquiries, it says.

Le Duc Thuy, 63, who supervised Viet Nam's switch from paper to Securency's polymer material during his term as central bank governor from 1999 to 2007 was formerly National Financial Supervisory Committee chairman.

The committee supervises the banking, securities and insurance industries.
Thanh Nien reported senior Viet Nam policeman Trieu Van Dat as saying investigators would be seeking evidence from the Australian Federal Police regarding the alleged bribes paid to Vietnamese officials.

But they had yet to see evidence of wrongdoing, he said.
Earlier this month, Former Malaysia Prime Minister Abdullah Ahmad Badawi denied allegations of attempts to bribe him in order to get his help to win a ringgit 100million currency contract while he was in office.

The Fairfax-owned Age newspaper had earlier reported that the Reserve Bank of Australia’s banknote subsidiaries were suspected of attempting to bribe the parliamentarian in an effort to win a A$31 million currency contract.

Earlier this month, the Australian Federal Police charged the reserve-bank-owned plastic currency makers Securency and Note Printing Australia and six former employees with allegedly paying multi-million dollar bribes to foreign officials in Malaysia, Viet Nam and Indonesia.

The bribes were supposed to have been made between 1999 and 2005 and the charges are the first since the law was introduced in 1999.

The charges against the companies carry a maximum fine of A$330,000 for each offence and the charges against the individuals carry a maximum penalty of 10 years' jail and or a fine of $1.1 million.

The six men, all Victoria, were allowed bail until September.

The two companies are scheduled to appear before a magistrate on Wednesday, July 27.Securency International is a joint venture between Australia’s Reserve Bank and Innovia Films, a Cumbria, England-based company that makes cellulose films for packaging and labels.

Securency makes polymer material used to print money in Australia and 30 other countries.

The reserve bank is reported to have now sold its share in the company.
Viet Nam’s Prime Minister, Nugyen Tan Dung, ordered the investigation of allegations of misconduct in agreements with Securency International in December.
