Libyan rebels say Col Gaddafi can retire in Libya if he steps down

Libya's rebels have dropped their demand for Col Muammar Gaddafi to leave the country, amid fresh signs that opposition forces are still looking for a negotiated settlement to the four-month civil war.

Mustafa Abdel Jalil, the head of the Benghazi-based Transitional National Council, said the conflict could be brought to a close if Col Gaddafi resigned, but that the opposition was no longer seeking his exile.

"As a peaceful solution, we offered that he can resign and order his soldiers to withdraw from their barracks and positions, and then he can decide either to stay in Libya or abroad," he said.

Mr Jalil said the offer had been communicated to the Libyan government a month ago through the United Nations, but no response has yet been received.

Although the offer represents a concession, it is almost certain to be rejected by the Libyan government, not least because Col Gaddafi would essentially be placed under house arrest under the proposed deal.

Mr Jalil, who served as the Libyan leader's defence minister, suggested that Col Gaddafi could spend his retirement under guard in a military barracks.

"If he desires to stay in Libya, we will determine the place and it will be under international supervision, and there will be international supervision of all his movements," he said.

Col Gaddafi was indicted by the International Criminal Court last month, a move observers said would make the Libyan leader reject any compromise deal that would see him leave power, although Turkey has offered him sanctuary and immunity.

The Libyan government scoffed at the rebels' proposal, saying it showed that they were less democratic than the regime, which has proposed leaving Col Gaddafi's fate in the hands of the Libyan people, presumably in a referendum.

"What we're doing is legally, morally and politically far more convincing," said Mussa Ibrahim, the government's chief spokesman.

"We are saying Libyans should decide on the position of their leader. Now consider who is more democratic, us or the rebels."

In a country that has only ever held one, widely ridiculed election, the rebels say they do not believe a referendum would be free or fair.

Who is this abdul Jalil? A freedom fighter who fought against italian or a person who served in Libyan ARMY?He is a slave of western eveil power.He sell the whole libyans for the sake of his position and etc.If Mr.gadaffi is a wicked leader he would have killed these kind of double crossing people well before the crisis starts.He trusted all.People lived peacefully under his administration.I have allso served in Libya for 15 years.The rule is far better than any democratic country.Man made river is the only small example vision.As all we know this is the fight for oil.Can any one tell me that howmany of the libyans have been killed in Mr.Gaddafi's ruling?All joke.You want to take libyan rich oil and gas go and take.But dont try to spoil Mr.Gadaffi's name for that.This libyan rebels(No they are not libyan)they westerners' dogs will help you to achivev this goal.

ALL of the nato leaders who authorized this illegal regime change agenda in Lybia should be one step ahead of a war crimes tribunal themselves.

it is now being reported that the Sudanese army is seizing control of Lybian oil fields in southern lybia. it is also being reported that AL-QAEDA rebel Ibrahim Bin Qumu (who was living in exile with Osama Bin Ladin in THE SUDAN) is leading the sudanes army to steal the oil of lybia.

if the rebels are NOT al-qaeda as they are claiming,then why is the SUDANESE army with the help of Mr.Qumu seizing the oil wells of Lybia? is the Sudan a part of nato? if so,when did they join?

as I have been sating all along, ALL of these revolts are muslim extremist inspired. it has now been confirmed that al-qaeda has taken over (not making this up) FIVE PROVINCES IN YEMEN!

and that is WITH the help of local law enforcement and MILITARY OFFICIALS! and incase your media isnt reporting on it,hillary clinton just two days ago announced that the american govt is opening "limited contact" with the MUSLIM BROTHERHOOD in Egypt....

the only conclusion that ANYONE could come to is that america has known along with the nato forces all along that the rebels are in fact AL-QAEDA TERRORIST!

they are trying to remove gadaffi FIRST under any excuse that they could find,then they were going to turn around and double cross the al-qaeda rebels!

call me crazy if you want,but Ibrahim Bin Qumu is not fighting for democracy. the Sudan is not a part of the nato forces. why is he helping the sudanese govt seize lybian oil fields?

this caper,this international war crime was too big for the nato countries to succeed at committing!

Considering that NATO and the rebels combined are still losing against the legitimate government and military of Libya, it seems a little arrogant of some rebel to announce anything that he imagines might happen in Libya in the future. As far as the world knows, Gaddafi will do whatever he wants to, and live wherever he wants to, and any Westerner who doesn't like it can place it where the sun doesn't shine. So every national government of Africa says, in any case. Would NATO like to go to war against the continent of Africa?

Since when was this ever a Civil War Adrian?

A minority group of protesters have been encouraged, armed, trained and supported by USA and NATO forces to attack the establishment in Libya.

Thousands of bombing missions into Libya have been flown by British, Swedish, USA and other NATO nations air forces in coordination with the advance of rebels groups on the ground.

This is not a civil war. This is a planned and coordinated attack on Libya by USA, Britain, France NATO etc.

When the opening sentence of the story contains such a clear example of propaganda, just how much value can you place in the rest of the article?

The rebels must be realising, at last, that theirs is a futile uprising, if they are prepared to suddenly drop one of their main conditions for peace talks.

According to some media (not UK, unfortunately), Gaddafi DOES still have the majority of Libyans on his side, no matter what the media, NATO, Cameron, Clinton, Sarkozy and others would have us believe.

And, in any case, even if Gaddafi was offered some kind of amnesty or house arrest by the rebels, it wouldn't stop the NATO strikes.

NATO has clearly indicated it is not interested in any peace talks, suggested by African nations and some other countries. It's not even interested in the Italian proposal to halt attacks so a humanitarian ship can come in.

NATO - and Cameron and Sarkozy - want to win this shameful invasion, whatever the cost to human lives.

Mr. Abdel Jalil never served as a defence minister, in fact he was a minister of justice. Also, I hope that Gaddafi wastes his last chance to save his life; simply because I wish to see him brought to the court to get what he deserves for killing the Libyan people, I mean the capital punishment.
