Govt takes passport of man planning to visit Syria ‘to report on country’

The Foreign Ministry has blocked a Japanese man from traveling to Syria by effectively forcing him to surrender his passport, in order to protect his life after the purported killings of two Japanese nationals by Islamic State militants.
The ministry on Saturday made the man, a freelance cameraman in his 50s, return his passport under a provision of the passport law.
The man is Yuichi Sugimoto, a resident in Niigata, according to government officials.
The ministry’s action could stir a controversy in light of freedom of movement guaranteed by the Constitution, analysts said.
According to the officials, Sugimoto said in a newspaper interview that he would enter Syria via Turkey. The ministry and the National Police Agency repeatedly asked him to refrain from the trip as he could become a target of the Islamic State militant group if he enters Syria.
But Sugimoto did not change his mind, and the ministry thus ordered him to return his passport, the officials said.
Man ‘still eager to travel’
Sugimoto said Sunday that he still wants to travel to Syria, after the Foreign Ministry effectively confiscated his passport.
“I will avoid reckless activities and take enough measures to protect myself,” Sugimoto, 58, said at his home. “I want to go to Syria early and let people know what’s happening in the country,” he said.
‘Obviously dangerous,’ Suga says
The Foreign Ministry demanded a freelance photographer who wished to visit Syria return his passport because it concluded it was obviously dangerous to travel to the country, Chief Cabinet Secretary Yoshihide Suga said Monday.
The danger is obvious because the militant group Islamic State of Iraq and the Levant has threatened to kill more Japanese people, Suga said at a news conference
