US warns Chinese hackers on eve of Xi visit: we know who you are

The US has sent Chinese hackers a warning on the eve of a summit showdown over cyberspying by revealing it knows who — and where — they are.
The message was conveyed by US officials in a series of “ugly” meetings with Meng Jianzhu, the top man in China’s security apparatus, ahead of this week’s state visit to the US by President Xi Jinping.
The Chinese leader will have tense conversations with US President Barack Obama, who has raised the prospect of sanctions on Beijing. “We are prepared to take some countervailing actions in order to get their attention,” Mr Obama said last week. He has vowed Washington will win if it chooses to go into battle on what he calls a “weaponised internet”.
China denies American claims that its military and civilian hackers are waging an offensive against US corporations, the Pentagon and government computer networks.
A Foreign Ministry spokesman in Beijing said the country was a victim of cyber-espionage and did not practise it.
But a report issued by a think tank close to the US defence establishment has identified key units of the People’s Liberation Army dedicated to cyberwarfare — complete with photos of their office buildings, radio antennae and an organisational chart linking the military command to communist party and government authorities.
The report identifies a PLA signals unit and gives its precise location on Chongming Island, at the mouth of the Yangtze River near Shanghai, where a submarine fibre-optic cable landing station is the entry and exit point for 60 per cent of all phone and internet traffic in and out of China.
The PLA sponsored the installation of a 150km fibre-optic network linking the station with other military sites.
“Groups operating from PRC (People’s Republic of China) territory are believed to be waging a co-ordinated cyber-espionage campaign targeting US government, industrial and think tank networks,” said the report, written by Mark Stokes of the Project 2049 Institute, which studies the rise of Chinese military power.
“A dozen of these groups have been identified and linked with the PLA and others connected with universities and information security enterprises.”
One of them is the second bureau of the PLA’s Third Department. Last year the US Justice Department indicted five of its officers for espionage against American firms.
“The second bureau plays an important role in the creation of a ‘global electronic fishbowl’,” said the Project 2049 report.
The bureau is considered so important it has the same status and structure as an army division. It even runs its own high-grade language school dedicated to advanced English training. The aim is to turn out experts proficient in analysing slang and technical vocabulary in intercepted data. The report identified “work stations” comprising a technical reconnaissance network extending from Heilongjiang province near China’s border with Russia and North Korea to a site in the suburbs of Kunming, in the southwest.
So far the US has not said what measures it might take. Sceptics in Washington and Beijing think the administration is bluffing.
But White House spokesman Josh Earnest said the President “was intentionally non-specific”.
A former Western intelligence official said: “The message they are trying to send is ‘listen, stop playing games and take this seriously. We know who you are and where you are’.”
