War Dept. Targets Foreign Research Ties at 30 Schools

The Department of War issued formal notifications Monday to 30 domestic academic institutions, directing them to review their academic, financial, and research ties with foreign entities of concern. 

The department did not identify which universities received the notifications.

"The Department of War has zero tolerance for academic partnerships that compromise our national security," said Emil Michael, Under Secretary of War for Research and Engineering.

The notices address ties to entities listed under Section 1286 of the fiscal year 2019 National Defense Authorization Act, along with organizations tied to rebranded Confucius Institutes.

The Office of the Under Secretary of War for Research and Engineering issued the notifications to guard federally funded research against unauthorized technology transfer, intellectual property theft, and foreign exploitation.

Notified universities must audit all identified foreign collaborations, determine whether sensitive or export-controlled research was exposed, and adopt mitigation plans, including ending problematic partnerships.

Institutions have been given just two weeks to report their findings to the department.

"Universities are critical partners in executing a wide range of Department of War research programs, and the Department must therefore ensure that our research investments are well protected from foreign exploitation," said Dr. Joseph Jewell, Assistant Secretary of War for Science and Technology.

The department is coordinating the effort with the House and Senate Armed Services committees, the House and Senate Appropriations committees, and the House Select Committee on the Chinese Communist Party.
