White House presses for more 'flexibility' to fight ISIS

The White House Friday said it hoped Congress would provide more flexibility for President Obama to change its military operations against Islamic State of Iraq and Syria militants than an initial bill that passed a key Senate panel this week.

The Senate Foreign Relations Committee, which will be controlled by Democrats until January, passed a new but limited legal basis for fighting Islamic State militants Thursday, but Republicans on the panel who opposed the narrowly written measure signaled they would take up a broader authorization in January.

White House spokesman Josh Earnest was in the unique position of siding with Republicans on the bill, known as an Authorization for the Use of Military Force, or AUMF.

“We’re talking about flexibility here,” Earnest said. “The president has been unequivocal about not sending ground troops into Iraq and Syria but if there’s a need to send [special operations soldiers] in to rescue American hostages, then there’s a need for the commander in chief to have that kind of flexibility here.”

Earnest also took issue with the bill’s three-year limitation on the authorization.

“We believe there should be provisions for an extension without another vote [by Congress],” he said.

Republican Sen. Bob Corker of Tennessee, who will be chairman of the Senate Foreign Relations Committee next year, said he wants to hear more from the administration about its strategy to degrade and defeat Islamic State before passing a new authorization.

“I hope the goodwill we have here today … will carry into next year,” he said Thursday after the vote, according to a report in USA Today.
