Senators: U.S.-backed Syrian rebels also must target Assad

Two senior Republicans say the Obama administration’s strategy to defeat terrorism in Syria by attacking the Islamic State of Iraq and Syria is only half-right, saying it must also simultaneously target the country’s ruling Assad regime.

While the United States has begun arming and training Syrian rebels to fight the Islamic State, opposition forces also should focus on toppling Bashar Assad, said Sens. John McCain of Arizona and Lindsey Graham of South Carolina.

“The Syrian Opposition Coalition has welcomed U.S. and partner airstrikes against the Islamic State in Syria, and they have made it clear that they stand ready to serve as willing and able partners in the fight against [the Islamic State] on the ground,” said the senators, who sit on the Senate Armed Services Committee. “However ... Syria’s moderate opposition has expressed legitimate concerns that President Assad benefits from an [Islamic State]-first strategy."

The Republicans said that because Bashar Assad terrorizes the Syrian population as much as the Islamic State does, “we cannot ask our partners within the Free Syrian Army to fight against [the Islamic State] while leaving them vulnerable to Assad’s air power and ground assaults.”

McCain and Graham said Syrian government forces have used U.S. airstrikes to provide cover for advances on the ground and have begun to maneuver in areas where airstrikes have occurred.

“If the administration hopes to succeed in its mission, it must implement a comprehensive strategy that targets both [the Islamic State] and the Assad regime,” the pair said. “The Syrian people should not be forced to choose between terrorists or dictators.”
