Talks to continue on returning Iranians

Foreign Minister Julie Bishop has been unable to convince Iran to take back failed asylum seekers during the first high level official talks between Iran and Australia in 12 years.

Ms Bishop said her discussion with her Iranian counterpart Javad Zarif on the issue had been positive.

She said discussions would continue at an officials level through a consular dialogue.

In 2003, then-immigration minister Philip Ruddock struck a deal to repatriate 190 Iranian nationals during a visit to Tehran.

Ms Bishop has invited Iranian officials to visit Australia as soon as possible to continue the discussions.

She hopes her visit to Tehran will lead to an official agreement for cooperation on a wide range of issues.

After praising progress on the nuclear talks between Iran and the P5+1 (Britain, China, France, Russia, US and Germany) Ms Bishop said if a mutually beneficial agreement was reached, the issue of sanctions would follow.

Mr Zarif played down talk from the US that the military option against Iran was still on the table.

"Old habits die hard," he said.

Mr Zarif said the pair had also discussed the "dangerous and sinister phenomenon" of Islamic State extremists and efforts to combat the terror threat.

Australia committed an extra 330 military personnel to Iraq earlier this week, as part of a joint training mission with New Zealand.

"We agreed that we are witnessing a more dangerous more complex, more global form of terrorism than we have seen before," Ms Bishop said, wearing a black sequined headscarf.

Mr Zarif said the fight against IS in Iraq should be owned and managed by the Iraqi government.

Iran's involvement was in coordination with the Iraqis, he said.

Human rights was also on the agenda for talks. And Ms Bishop met with President Hassan Rouhani during her Tehran visit.
