London: A British teenager has been charged with inciting terrorism after allegedly encouraging another person to behead an Australian.

Prosecutors in London said yesterday that following an investigation by police in the North West Counter Terrorism Unit, they had authorised charges for a 14-year-old male of two offences of inciting terrorism overseas.

"The first allegation is that, between 15 and 26 March 2015, the defendant incited another person to commit an act of terrorism, namely to carry out an attack at an Anzac parade in Australia with the aim of killing and/or causing serious injury to people," said Deborah Walsh, deputy head of counter-terrorism at the Crown Prosecution Service, in a statement on Thursday evening.

"The second allegation is that on 18 March 2015, the defendant incited another person to behead someone in Australia. "We have determined that there is sufficient evidence for a realistic prospect of conviction and that a prosecution is in the public interest.

Ms Walsh said that due to the defendant's right to a fair trial it would be inappropriate to give any further information.

Victoria Police Deputy Commissioner Lucinda Nolan said the UK were very generous in sharing its intelligence with local detectives, but she declined to comment on the specific beheading allegations.

"I certainly don't want to comment on investigations being conducted by another police agency," she said.

"The events of last weekend give an idea or an understanding of the risk that we felt was there for the community, and our own police members, and we responded accordingly."

Security arrangements for Anzac Day events across Victoria, however, have been significantly boosted, including at the MCG football match, after police determined the risk was "high" for the first time, she said.

Uniformed officers will be wearing a "full kit" on Saturday, she said, while off-duty officers have been told to not be easily identifiable as police officers.

But she repeatedly stressed how the public can be reassured that police have prepared for any contingency and everyone can come out to enjoy a fantastic day of commemoration.

"There is no known risk," she said. "(But) we've got the capability and the resources to respond to any incident that may occur."

The defendant will appear at Westminster Magistrates' Court on Friday, 24 April.
