White House: Bergdahl swap different from Jordan's

The White House is signaling its opposition to Jordan swapping a prisoner convicted of a deadly attack on a hotel for a Jordanian pilot held by Islamic State of Iraq and Syria militants.
Jordan’s Foreign Minister Nasser Judeh said Wednesday that the country is ready to release Iraqi prisoner Sajida al-Rishawi to the Islamic State if the terrorist group then releases the Jordanian pilot, Lt. Muath al-Kaseasbeh, unharmed, according to Jordan’s state-run news agency, Petra.
Asked to react to the impending swap Wednesday, White House spokesman Eric Schultz cited the U.S. policy of not giving in to the demands of terrorists.
“The U.S. does not give in to terrorist demands or pay ransom,” he said.
A reporter then pressed Schultz on how the Jordanian prisoner exchange differs from the Obama administration’s decision to swap five Taliban prisoners held at Guantanamo Bay in exchange for Army Sgt. Bowe Berdahl in May 2014.
Schultz said the White House regards the Taliban as an armed insurgency, not a terrorist group, and said that the exchange was part of a winding down of the war in Afghanistan and consistent with the U.S. military’s commitment to leave no man behind.
“Prisoner swaps are a traditional end of conflict interaction that happens,” he said. “As the war in Afghanistan wound down, we thought it was the right thing to do to follow the ‘leave no man behind’ mentality.”
“That was the commitment [Obama] was following through with on this,” he added.
If the prisoner exchange takes place, it would be a dramatic change in Jordan’s policy of refusing to negotiate with terrorists. It could also encourage more prisoner swap demands from the Islamic State.
The Islamic State reportedly posted an online message late Tuesday threatening to kill al-Kaseasbeh and another hostage, a Japanese journalist, within 24 hours unless Jordan agreed to release al-Rishawi.
A Jordanian court sentenced al-Rishawi to death for her role in a terrorist attack at Amman hotel that killed 60 people. She only survived because her suicide vest failed to detonate.
Al-Kaseasbeh, the pilot, was flying bombing missions in Syria for the U.S.-led coalition fighting the Islamic State last month when his plane went down and Islamic State fighters captured him.
