David Cameron has raised the prospect of Britain joining American air strikes in Iraq and Syria, stating that he is prepared to “act immediately” without first informing MPs if national security is threatened.
The Prime Minister said he would use a Nato meeting this week to review whether “military measures” were needed against the “barbaric” extremists of Islamic State in Iraq and the Levant (Isil).
He used a House of Commons statement to set out a series of measures to protect Britain from the thousands of European citizens who have travelled to Iraq and Syria and want to “wreak havoc on our country”.
However, there were fears on Monday that the plans could unravel after Nick Clegg, the Deputy Prime Minister, threatened to block a key plank of the new anti-terrorism laws amid concerns that they infringe on human rights.

Mr Cameron was also accused of delaying measures to ban British citizens from returning to Britain if they have travelled to Iraq and Syria to fight alongside Isil terrorists.
In his statement, Mr Cameron announced plans to give the police powers to temporarily seize passports at the border if people are thought to be travelling to Iraq or Syria.
He also said the Government will push through laws to either force terrorist suspects to relocate from their home towns or create “exclusion zones” where they are not allowed to travel.
People returning from Iraq and Syria will also undergo a compulsory “deradicalisation programme”.
The statement came as British forces flew more than nine tons of assault rifle ammunition to Kurdish forces in Iraq.
Two RAF C-130 Hercules planes landed in Irbil, the capital of the Kurdish region of Iraq, to deliver the ammunition and hundreds of sets of body armour, helmets and sleeping bags.
The Prime Minister also said airlines will be prevented from landing in Britain unless they release details of all passengers on their planes.
“Tolerance must never be confused with the passive acceptance of cultures living separate lives or people behaving in ways that run counter to our values,” the Prime Minister said.
“Adhering to British values is not an option or a choice. It is a duty for all those who live in these islands. We will stand up for our values. We will in the end defeat this extremism.”
Less than an hour after Mr Cameron’s comments, the Liberal Democrats said Mr Clegg had not yet committed to the enforced relocation of terror suspects and would “examine” the plan. In signs of a potentially damaging Coalition row over the issue, a senior Lib Dem source said “we have not definitely signed up to introducing relocation powers”.
The Prime Minister said he will re-examine the possibility of Britain launching military strikes in Iraq and Syria after calls for action by Conservative backbenchers. He compared the crisis to the one faced in Libya in 2011, when he launched air strikes against Col Muammar Gaddafi.
Asked if he was “open to direct military participation”, Mr Cameron said: “I don’t rule anything out. I don’t think we should.” He added: “If there was a direct threat to British national interest, or indeed, as in the case with Libya when we had to act very, very rapidly to prevent a human catastrophe, the British Government must reserve the right to act immediately and to inform the House of Commons afterwards.”
The Prime Minister said this week’s Nato summit in Wales, which will be attended by Barack Obama, the US president, “will provide an opportunity for us to review the effectiveness of the international response so far and discuss what more we should do to help the region overcome the Isil threat”.
At least 500 people have travelled from Britain to fight in Iraq and Syria, Mr Cameron said. He disclosed that about 700 people have travelled to the region from France, along with 400 from Germany and more from other countries.
“We have all been shocked and sickened by the barbarism we have witnessed in Iraq this summer,” he added.
Terrorism prevention and investigation measures will be reinforced to put greater “constraints” on terrorist suspects through exclusion orders or enforced relocation, he said.
The Prime Minister stopped short of announcing measures to ban British jihadists from returning to Britain. He instead said the proposals will be drawn up by a cross-party group of MPs and officials.
Mr Clegg said the Government must ensure new laws are “in keeping with our finest traditions of due process and upholding the rule of law”.
Ed Miliband, the Labour leader, said plans to exclude Britons involved in terrorism abroad from entering the country were “unclear”.
The UN Human Rights Council agreed to send an emergency mission to Iraq to investigate Isil atrocities, after Baghdad said the country was “facing a terrorist monster”.
Nouri al-Maliki, Iraq’s prime minister, said the country will be a “graveyard” for jihadists as he visited the town of Amerli, after the breaking of a siege where thousands of residents had been trapped.
A poll for the Independent showed that 50 per cent of people said Britain should not launch airstrikes against Isil militants, compared with 35 per cent who think it should.
