NEW HAVEN, Conn. (Project Syndicate) — There are many moving parts in China’s daunting transition to what its leaders call a moderately well-off society. Tectonic shifts are occurring simultaneously on several fronts — the economy, financial markets, geopolitical strategy, and social policy.
