Unlike Kerry, White House says U.S. and the Islamic State are 'at war'

The White House on Friday said the U.S. is engaged in war with the Islamic State of Iraq and Syria, a day after Secretary of State John Kerry refused to use that terminology.
“We are at war with [the Islamic State],” White House press secretary Josh Earnest said in his daily briefing with reporters.
Such language clashes with how the nation's top diplomat described the bombing campaign against the Islamic State.
“Look, we’re engaged in a counterterrorism operation of a significant order," Kerry told ABC News. "And counterterrorism operations can take a long time, they go on. I think 'war' is the wrong reference term with respect to that, but obviously it involves kinetic military action."
Conservatives widely criticized those comments, saying they were an attempt to downplay the seriousness of the threat posed by the Islamic State.
Earnest, however, tried to draw a distinction between the bombing campaign in Iraq and Syria and the ground wars initiated during George W. Bush’s presidency.
“I’m not talking just about the United States,” Earnest said of the military effort. “I’m talking about a broader international coalition that includes Sunni-led governments in the region and our allies around the world who are united in confronting this threat.”
