World leaders point finger at Russia as UN calls for full investigation

MH17: gunmen hamper access to site
International observers say separatists in eastern Ukraine stopped them observing the site where the Malaysian airliner crashed, killing almost 300 people from 11 countries.
World leaders are arguing that Russia bears some responsibility for the shooting down of Malaysia Airlines flight MH17 over the Ukraine and are demanding a full, independent investigation.
US President Barack Obama and UN ambassador Samantha Power are continuing to criticise Moscow, although there are divisions with other leaders over demands for sanctions against Russia.
''Evidence indicates the plane was shot down by a surface-to-air missile that was launched from an area that is controlled by Russian-backed separatists inside Ukraine,'' Mr Obama said on Saturday.

''Over the past several weeks, Russian-backed separatists have shot down a Ukrainian transport plane and a Ukrainian helicopter, and they claimed responsibility for shooting down a Ukrainian fighter jet.
''Moreover, we know that these separatists have received a steady flow of support from Russia. This includes arms and training, it includes heavy weapons, and it includes anti-aircraft weapons.''
Mr Obama confirmed that one US citizen had been killed in the atrocity and said the deaths of almost 300 civilians was an ''outrage of unspeakable proportions''. He said he would be speaking with Prime Minister Tony Abbott to convey his condolences for the loss of 28 Australians.
He called for an immediate ceasefire between Russian-backed separatists and Ukrainian government forces to enable a credible international investigation of the incident.
Earlier the UN Security Council unanimously voted for ''a full, thorough and independent international investigation'', in a vote that won Russian support.
The Security Council later held an emergency meeting at its New York headquarters, a discussion that saw representatives of Ukraine, Malaysia, the Netherlands, Australia and the US come face to face with Russia's UN ambassador.
Australia's representative on the council, Philippa King, called for Russia to end its support for the separatists.
''Russia has a crucial role to play in de-escalating this persistently dangerous crisis,'' she said.
In response, Russian ambassador Vitaly Churkin pointed blame for the conflict elsewhere, questioning why Ukrainian aviation dispatchers sent the Malaysia Airlines flight over an area of conflict where anti-aircraft missile systems were being used.
Many European leaders joined the calls for a full inquiry, although there are divisions over demands for sanctions against Moscow for supporting rebels in Ukraine.
German Chancellor Angela Merkel, who spoke by phone with Mr Obama yesterday about the attack, said it didn't justify tougher sanctions immediately.
''Events have shown that the priority has to be on a political solution, and that it is especially Russia’s responsibility for what is going on in Ukraine right now,'' she said.
In another tragic twist, it has been confirmed that Malaysian Prime Minister Najib Razak’s step-grandmother was on board MH17.
A tweet by Malaysia's defence minister confirmed Siti Amirah had embarked alone in Amsterdam en route to the Indonesian city of Jogjakarta.
