The war on drugs is over and we lost, says a new report by a group made up of federal law enforcement officers, health ministers and premiers.
The report by think tank Australia21, to be released on Tuesday, calls for a national debate looking at decriminalising illicit drugs.
News Ltd and Fairfax newspapers say the report urges politicians to look at a massive rethink to tackle the illegal drug trade that allows organised crime to flourish and is killing our youth.
It comes to the conclusion that the tough law and order approach is doing more harm than good but stops short of directly backing decriminalisation.
The panel included former NSW premier and now Foreign Affairs Minister Bob Carr, former Howard health minister Michael Wooldridge and former federal police commissioner Mick Palmer.
Dr Wooldridge said the key message was that 40 years of experience of a law-and-order approach to drugs had failed.
