Syria: Aleppo plunged into fresh turmoil by heavy regime air raids

The Syrian city of Aleppo was plunged into fresh turmoil on Sunday after a series of heavy air raids by regime forces on rebel areas and fighting on the ground caused numerous deaths and ruptured one of city's water mains.

Video posted online showed water gushing on to the street in the centre of the city. Other film showed the aftermath of the collapse of an apartment building allegedly hit by one of the regime's "barrel bombs" dropped from a helicopter.

The building was in the Masaket Hanano district of central Aleppo, an area that has been fought over on and off for weeks, but now seems largely under control of the rebels. They earlier managed to storm a security force barracks that had been under repeated attack.

Residents could be seen carrying out the wounded and dead from the block, though it was not clear how many had been killed.

The use of "barrel bombs" - oil drums filled with explosive and shrapnel - is a new tactic, thought to reflect discontent with the accuracy of Syria's conventional jet-launched missiles.

There were also battles in Damascus, in particular continued shelling of the Yarmouk Palestinian refugee camp, now identified by the regime as a centre of opposition.

iplomatic solutions to the conflict seemed no closer, even though Lakdhar Brahimi, the new United Nations envoy, set off for Cairo on the first leg of a tour that will also take him to Damascus and Iran.

Hillary Clinton, the United States secretary of State, and Sergei Lavrov, openly admitted following a meeting in the Russian city of Vladivostock that their differences, which have prevented a UN security council resolution on Syria being passed, put them at an impasse.

"We have to be realistic," Mrs Clinton said. "We haven't seen eye-to-eye on Syria. That may continue. And if it does continue then we will work with like-minded states to support the Syrian opposition to hasten the day when Assad falls."

Mr Lavrov said: "Our U.S. partners prefer measures like threats, increased pressure and new sanctions against both Syria and Iran. We do not agree with this in principle."
