UPDATE 6.50am: GREEK Prime Minister George Papandreou has dramatically scrapped plans for a referendum on the proposed European bailout.
Mr Papandreou has been under intense pressure to stand down, after a split emerged in his government over the plans to hold a public vote on the rescue deal.
The American-born premier is not intending to quit, and will instead hold talks with the opposition over their calls for a transitional government and early elections.
"The referendum was never an end in itself," Mr Papandreou told an emergency meeting of his cabinet. "We had a dilemma - either true assent or a referendum. I said yesterday, if the assent were there, we would not need a referendum."
Mr Papandreou announced the referendum late Monday, surprising his Socialist party colleagues, eurozone governments and investors.

The news spooked markets around the world.
The Greek drama overshadowed the opening of the G-20 summit in Cannes, on the French Riviera.
Meeting ahead of the summit, Europe's leaders made plain to Papandreou that they had reached the end of their patience with Greece, demanding that the beleaguered nation declare whether it wants to stay in the euro currency union - or risk going it alone in a dramatic secession.
US President Barack Obama said that world leaders needed to "fully and decisively" work out the details of how Europe can solve its debt crisis at the meeting.
"The [European Union] has made some important steps toward a comprehensive solution," Mr Obama said in a statement after a meeting with French president Nicolas Sarkozy. "We're at the G-20, we're going to have to flesh out more of the details about how the plan will be fully and decisively implemented."
The announcement comes as a defiant Mr Papandreou stated he would not stand down as PM, following a party revolt over his announcement of a referendum.
"The country has an elected government and an elected prime minister, and they will take decisions soon," government spokesman Elias Mossialos told reporters outside parliament as he entered the cabinet meeting.
The Greek government was hanging on by a thread as allies and opponents alike revolted against the referendum plan that threatened to derail a massive EU bailout for the debt-ridden nation.
Mr Papandreou looks set to lose his parliamentary majority in the confidence vote, further adding to the political turmoil.
Finance Minister Evangelos Venizelos - a former challenger for the Pasok leadership - came out strongly against the referendum, warning it could scupper the hard-won 100-billion-euro bailout.
Mr Papandreou was summoned to Cannes Wednesday by furious eurozone leaders concerned that the deal hammered out last week to slash Greece's debt by almost a third would be dealt a death blow by the referendum planned for next month.
European leaders warned that if Greece does not respect the terms of the rescue deal, it will not get "one more cent" from the next planned installment of EU and IMF funds.
And the European Commission said that under EU treaties it would be impossible for a member state to exit the euro without also leaving the European Union.

AMMAN (Reuters) - Dozens of people were killed in the central Syrian city of Homs Thursday, activists said.
The violence followed sectarian killings this week that raised tensions between majority Sunni residents and the minority Alawite sect.
A witness, who declined to be named, said he saw dozens of civilian bodies at the National Hospital which is under the control of the security forces. The circumstances of their deaths were unclear.
Activists said a further 19 people were killed in tank shelling of the Bab Amro district, a hotbed of pro-democracy protests against President Bashar al-Assad, and in shooting by security forces elsewhere in Homs.
Syria has banned independent media from Homs, making it hard to verify events on the ground and reports of bloodshed.
Local activists said forces loyal to Assad shot dead at least 11 Sunni Muslim villagers they had stopped at a roadblock northwest of Homs Wednesday.
Assad is a member of the minority Alawite sect which dominates power in Sunni-majority Syria.
There was no independent confirmation of the killings, but they follow a report by an activist in Homs that nine Alawites had been dragged from a bus and killed near the city Tuesday.

Luis Moreno-Ocampo, the court’s chief prosecutor, told the United Nations yesterday that Nato troops would be investigated alongside rebel soldiers and regime forces for alleged breaches of the laws of war during the battle to overthrow Col Muammar Gaddafi.
As well as the original charges that Gaddafi and his close family perpetrated attacks on Libyan civilians, there are a series of complaints about the Western alliance and its allies in the National Transitional Council (NTC) under consideration.
“There are allegations of crimes committed by Nato forces, allegations of crimes committed by NTC-related forces … as well as allegations of additional crimes committed by pro-Gaddafi forces,” said Mr Moreno-Ocampo. “`These allegations will be examined impartially and independently by the prosecution.”
In the last weeks of the war, the Gaddafi regime alleged that 85 civilians were killed in a Nato air strike near the front line town of Ziltan. Khaled Hemidi, a regime general, filed a lawsuit before a Belgian civil court in Brussels accusing Nato of killing his wife and three children in an air strike on June 20 near the town of Surman.
Mr Moreno-Ocampo also said that reports continued to emerge that Gaddafi’s son, Saif, is trying to flee Libya with the help of mercenaries. He said his organisation had “received questions from individuals linked to Saif al-Islam about the legal conditions attaching to his potential surrender”.

Representatives asked questions such as what would happen if he appeared before judges and the various conviction and acquittal possibilities, the prosecutor told the UN Security Council, which referred the Libya case to the ICC.
The court had “clarified” that under its founding Rome statute “he may request the judges not to order his return to Libya after his conviction or acquittal”.
“Judges can also decide if he may be extradited to another state,” the prosecutor said. “We are also receiving information that a group of mercenaries may be endeavouring to facilitate his escape from Libya. We are calling upon states to do all that they can to disrupt any such operation.”
Mr Moreno-Ocampo said it was possible that Libya’s new government could be given jurisdiction in the case against Saif Gaddafi and Abdullah al-Senussi, the late dictator’s brother-in-law and intelligence chief.
In the written text of a speech to the Security Council, Mr Moreno-Ocampo said he was investigating if Gaddafi, who died shortly after his capture by government forces last month, and his former spy chief ordered mass rapes.
The ICC issued warrants on June 27 against Gaddafi, Saif and Senussi accusing them of crimes against humanity during operations against Libyan protests.
Charges against Gaddafi could be formally dropped when the court gets official proof of the former dictator’s death on Oct 20, the prosecutor said.
Saif Gaddafi and Senussi had not been seen since and Mr Moreno-Ocampo said his office was “galvanising efforts” to bring the pair to justice.

SYRIA has fully accepted an Arab League plan to end nearly eight months of bloodshed, a League official said, but Washington said President Bashar al-Assad still had to go.
Assad's regime had come under huge pressure from fellow Arab states to sign up to the deal brokered by the pan-Arab bloc to end its deadly crackdown on anti-government protests to avoid the internationalisation of the crisis.
Under the hard-won deal announced at a meeting of Arab foreign ministers in Cairo after months of prevarication by Damascus, the regime agreed to a complete halt to violence against civilians and to consultations by Arab mediators aimed at opening up a dialogue with the opposition.
"The Syrian delegation accepted the Arab League plan without reservations and in its entirety," the League official said.
The blueprint, a copy of which was obtained by AFP, provides for a "complete halt to the violence to protect civilians."
But on a day on which activists said that more than 30 more people were killed in violence, the White House said the only way forward was for Assad to quit.
"Our position remains that President Assad has lost his legitimacy to rule and should step down," White House spokesman Jay Carney said.
"We support all international efforts that are aimed towards convincing the regime to stop attacking its own people and perpetrating violence against its own people. But our position on Assad has not changed."
More than 3000 people have died in the government's bloody crackdown on the unprecedented protests against Assad's rule which broke out in mid-March, according to UN figures.
It also calls for the "release of people detained as a result of the recent events, the withdrawal of forces from towns and districts where there have been armed clashes, and the granting of access to the Arab League, and Arab and international media."
It stipulates that "the Arab ministerial committee (headed by the prime minister of Qatar) will conduct consultations with the government and the various Syrian opposition parties aimed at launching a national dialogue."
The text does not specify a venue for the dialogue, a bone of contention between the government, which insists on Damascus, and the opposition which says it should be outside Syria.
UN chief Ban Ki-moon said it was vital that Assad's regime now swiftly implement the agreement in full.
"He must implement the agreement as soon as possible as agreed," Ban told a news conference in Tripoli.
"People have suffered too much for too long and it's an unacceptable situation," the UN chief said. "Killing civilians must stop immediately in Syria."
Qatari Prime Minister Sheikh Hamad bin Jassem al-Thani said "if Syria does not respect its commitments, the ministerial committee will meet again and take the necessary decisions."
Arab League chief Nabil al-Arabi said the main aim was "to provide an Arab solution which sends a clear message to the Syrian people of qualitative progress towards halting all forms of violence."
German Chancellor Angela Merkel, meanwhile, called for "stronger condemnation by the United Nations" of the killing of civilians in Syria, after a draft resolution put to the Security Council early last month was vetoed by China and Russia.
Ahead of the Cairo meeting, the opposition Syrian National Council accused the regime of escalating its crackdown on pro-democracy protesters in recent days, causing the deaths of dozens of civilians.
Such action, it said, was "Syria's response to the Arab League's plan."
More than 30 people were killed in violence yesterday, almost half of them security force personnel killed in clashes with troops who had mutinied rather than follow orders to shoot on civilians, a human rights group said.
Deserters killed 15 members of the security forces in two bombings of road convoys in the flashpoint central province of Hama, the Syrian Observatory for Human Rights said.
The Observatory said the attacks were carried out "in response to the massacre of 11 workers" earlier in the day by a pro-regime group in Homs, another province in central Syria which has been a centre of dissent.
The gunmen stormed a factory in the restive province, killing the 11, while security forces shot dead eight civilians in several Homs neighbourhoods, the rights watchdog said.

UN Chief in Libya on First Visit Since Uprising

U.N. Secretary-General Ban Ki-moon is in Tripoli on a previously unannounced visit to Libya, his first since the uprising that toppled its long-time dictator Moammar Gadhafi.
Ban arrived in Tripoli Wednesday. His office said he would meet with members of Libya's ruling National Transitional Council and civil society representatives for several hours before departing.
Libya's NTC appointed Abdurrahim el-Keib as its new interim prime minister late Monday. The American-educated engineering professor said he will make respect for human rights a priority as he forms an interim government and prepares the country for its first free elections next year.
Human rights groups have expressed concern about the NTC's treatment of pro-Gadhafi fighters and African migrants during the eight-month uprising that ended with the former leader's killing last month.
The U.N. secretary-general is expected to arrive in the French city of Cannes later in the day to attend a summit of the Group of 20 economic powers.

A former rebel who belonged to a special anti-chemical weapons unit has claimed that stockpiles were carefully watched from the start of the conflict, while a captured Gaddafi commander said that the threat of attack from the skies meant the dictator's security forces were unable to get to their own stockpiles.
The claims were made as the National Transitional Council revealed that the regime had two secret stockpiles hidden in the desert, in addition to one that it had announced several years ago to the United Nations.
Throughout the conflict the rebels were haunted by the fear that Gaddafi would use chemical weapons against them, at one point issuing gas masks to thousands of fighters in Misurata.
Libyan expert Yussef Safi ad-Din, who was part of a special anti-chemical weapons unit based in Benghazi, said that one stockpile had contained weapons which he said were "ready for immediate military use." Mustard gas in both of the newly-revealed sites had been made safe, he added.
He said that during the conflict Libyan and Nato spies had watched approach roads to the stockpiles.

Gaddafi had revealed one site to the world, in the oasis of Al-Jafra near Waddan in central Libya, but had carefully hidden two others from the UN.
A former Gaddafi commander imprisoned by the NTC also revealed in an interview with news agency Agence France-Presse that the threat of bombing by US aircraft had prevented his forces reaching one of the stockpiles.
Mansur Daou, the former interior security chief who is now in prison in Misurata, said: "Gaddafi had quickly abandoned the idea of using chemical weapons, the Americans were watching over them from too near.
We could not get near them." The existence of new stockpiles was revealed after the United Nations Security Council demanded that Libya do more to deal with weapons left over from the civil war. Chemical weapons are a particular concern, along with shoulder-launched anti-aircraft missiles which it is feared al-Qaeda and other terrorist groups are trying to obtain.
Teams of Western experts, including some from the Central Intelligence Agency, are believed to be in Libya helping the NTC to secure the most dangerous weapons.
The regime had chemical and nuclear weapons programmes, but gave them up after a 2003 deal with Western powers.
Rebels always feared that secret stocks were undeclared, and many believed Gaddafi capable of using chemical weapons against civilians.

United Nations investigators say they have identified a previously unknown complex in the far north-east of Syria that bears a striking resemblance to a uranium enrichment plant Mr Khan planned to build in Libya, officials were reported as saying by the Associated Press news agency.
Further bolstering long-held suspicions over the scientist's connections with Syria, the UN's International Atomic Energy Agency (IAEA) has obtained correspondence between Mr Khan and a Syrian official proposing co-operation, the officials said.
The twin disclosures provide the most compelling evidence linking the "father" of Pakistan's atom bomb and Syria. They also appear to confirm that the Syrian regime followed two separate tracks in its attempts to develop a nuclear weapons programme.
Bashar al-Assad, the Syrian president, has always denied links with Mr Khan, whose nuclear black market is thought to have supplied blueprints and technology to Iran, North Korea and Libya.
The president insisted that the only communication he ever had came in a letter from Mr Khan in 2001 offering Syria help to build an atom bomb. Mr Assad said he rejected the proposal.

Undermining the president's protestations of innocence, the complex in the city of Hasakah appeared to be identical to designs for a uranium enrichment facility Mr Khan provided to Libya in the 1990s.
The plant was never built and Libya handed over details of the plans, along with other equipment and documents provided by Mr Khan, to international inspectors in 2003 when Col Muammar Gaddafi formally abandoned Libya's nuclear programme.
The facility in Hasakah shows no signs of ever having been used for nuclear production, investigators believe. The building now appears to house a cotton-spinning plant that advertises its wares on its own website.
Syria is believed to have abandoned its nuclear programme in 2007 when Israeli warplanes bombed what US intelligence said was a nearly-complete nuclear reactor in a desolate desert canyon east of the Euphrates river.
But the discovery of what is potentially a second reactor will raise troubling questions about the extent of Syria's nuclear programme.
The suspected reactor destroyed by the Israelis is believed to have been built with North Korean assistance – it was an almost exact clone of a plutonium facility at Yongbyon that provided the fissile material used in nuclear bomb tested by North Korea in 2006.
But Mr Khan is an expert in uranium, rather than plutonium, technology, suggesting that Syria – like Pakistan had done before it – was following two routes to acquire the bomb.
UN investigators will want to know what exactly Mr Khan gave to Syria, not least because his network has provided clients in the past with not just blueprints but the centrifuges needed to enrich uranium to weapons-grade levels.
International experts said the news came as no surprise. It has long been believed that Mr Khan has had dealings, which remain undisclosed, not just with Syria, but also with Algeria and Saudi Arabia. There is also speculation that Syria may have used two other reactors which have yet to be publicly identified.
"In the past there were reports about four separate sites (in Syria) – three more in addition to the installation that was bombed," said Uzi Eilam, a former director of the Israel Atomic Energy Commission.
"There is a theoretical possibility that the Syrians, in parallel to the plutonium course of action, also tried to build a capacity to produce enriched uranium."
Syria looks most unlikely to allow international inspections of the site. The IAEA reported Syria to the UN Security Council in June over its failure to co-operate with inspectors wanting to examine the facility bombed by Israel.
Facing an unprecedented insurrection against his rule in which more than 3,000 people have died since March, Mr Assad looks less likely to co-operate than ever.
On Tuesday it emerged that Syria had mined its border with Lebanon to prevent refugees fleeing its increasingly brutal military clampdown. The Assad regime also said yesterday that it had agreed a "road map" with the Arab League to end the violence, but the government's sincerity was rapidly questioned by the opposition.

Foreign ministers from the Arab League, meeting their Syrian counterpart, Walid Muallem, in the Qatari capital, Doha, called for the withdrawal of all military vehicles to "give assurances to the Syrian street."
They also demanded the release of political prisoners, deployment of Arab League monitors and full dialogue with opposition leaders.
Sheikh Hamad bin Jassim al-Thani, Qatar's prime minister, said the Bashar al-Assad, Syria's president, must launch serious reforms.
"We have given a very strong response to the recent killings. The whole region is exposed to a big storm. It's important that Arab leaders know how to respond, and not respond with deception or twisting and turning," he said.
"More important than a dialogue is action," he added. "What is needed is taking steps for reform which avoid what happened in some Arab countries, because the change was difficult, and the destruction and losses were great."

This appeared to be a reference to Nato's military action in Libya. The Syrians have made no response to the demands so far.
The calls came as Nato's secretary-general, Anders Fogh Rasmussen, rejected alliance involvement in any foreign military action against Syria. "It's totally ruled out. We have no intention whatsoever to intervene in Syria," he said.
Protesters have called for a Libyan-style no-fly zone over the country as violence appeared to intensify; 61 civilians and 30 soldiers have been killed in the last three days, according to opposition activists,
In an exclusive interview with The Sunday Telegraph, Assad warned that any military intervention in his country would "cause an earthquake" in the region.

Syrian protesters call on Nato as security forces raid a university
In the embattled Syrian town of Homs anti-government protesters continue their calls for a no fly zone while security forces break up a demonstration at Deraa University in the south.

Protesters continued to demand that Syrian president Bashar al-Assad step down in marches and demonstrations across the country today.
In the central city of Homs, the scene of a recent violent crackdown by Syrian security forces, hundreds took to the streets to renew their calls for al-Assad to go.
Demonstrators held up signs asking Nato to provide a no-fly zone over the country as was used to great effect in Libya.
Meanwhile in the southern city of Deraa, students in the Faculty of Economics at the University of Deraa had their protest shut down by armed members of the Syrian security service.
Due to press restrictions within Syria this footage cannot be independently verified.

Anti-government protests have been continuing in Syria since March despite a violent crackdown by the Syrian government which the United Nations estimated has killed 3,000 civilians so far.
The Arab League have called on al-Assad to withdraw tanks and military vehicles from the streets of Syria and “to bring an immediate end to the violence and give assurances to the Syrian street," according to Arab League chief Nabil al-Arabi.
