BRUSSELS—European Union antitrust authorities launched two formal probes into whether Apple Inc. violated competition laws through its Apple Pay service and App Store, escalating the bloc’s broader campaign to curb Silicon Valley giants’ alleged attempts to corner markets and squash rivals.
