NT Labor to refer deputy chief to police

The Northern Territory's embattled deputy chief minister has admitted to parliament that his partner was employed by a Vietnamese company that is looking to make a large-scale investment in the NT and with whom he in turn planned to invest almost $600,000.

Primary Industry and Fisheries Minister Willem Westra van Holthe came under fire on Wednesday after it was revealed that he took out a bank loan and signed a shares offer for $570,000 for a mega-mall to be built in Ho Chi Minh City by a subsidiary of CT Group.

That company is seeking to establish a $140 million dragon fruit farm in the top end, a deal which the minister has been helping to broker.

But he denied that his aborted investment in September was a conflict of interest.

"I do not have and have never had any financial or legal interest or investment with the CT Group whatsoever," he told parliament during question time.

"Did I consider investing in Vietnam? Yes, I did. Did I sign a contract to invest in a mall project? Yes, I did. Did I ever send that contract anywhere? No, absolutely not," Mr Westra van Holthe said.

He said he did not go ahead with the deal because he realised it would pose a potential problem.

"In hindsight, I should never have even considered investing in a company with which we were dealing as a government ... I apologise for making such a mistake," he said.

But he revealed under questioning by Independent MP Robyn Lambley that his partner Theresa Phan had been employed by CT Group at the time he signed the shares offer.

"Yes she was. Oh, and she is my current partner, and we are in love," he replied.

The Labor opposition said it would refer the matter to police to investigate any criminality, and said the deputy chief minister had violated the Country Liberals' own ministerial code of conduct and should step down immediately.

But Mr Westra van Holthe said he would not resign, and said a police investigation into his personal finances was "an absolutely bogus suggestion and a stunt".

Chief Minister Adam Giles, whom Mr Westra van Holthe attempted to overthrow last February, said his deputy had his full support.

"That's one thing about being a team, you always back your people," he said.
