The footage shows Mr Tice blindfolded as he is prodded and dragged by gunmen dressed in the traditional garb of Islamist militants. The heavily-bearded reporter, wearing a torn green shirt, gives a jumbled recitation of an Arabic prayer before crying out "Oh Jesus".
The 31-year-old freelance journalist, who wrote for the Washington Post and McClatchy Newspapers, went missing in mid-August and is believed to have been kidnapped in the Darayya, a suburb of Damascus.
Mr Tice's parents, Marc and Debra Tice, released a statement saying: Though it is difficult to see our son in such a setting and situation as that depicted in the video, it is reassuring that he appears to be unharmed. It is evident that the current events in Syria are challenging and difficult for everyone involved. Our wish is that peace and stability can once again return to the people of Syria and that our eldest son, Austin, will soon be safely returned to our family
His captors appeared to be jihadist fighters but experts raised questions about the video.
Islamist militants often shoot videos with their prisoners but the footage usually involves masked men speaking directly to the camera as their prisoner kneels in front of them. The clip of Mr Tice is shot on the move as he is led up a hill and does not show the faces of any of his captors.
Videos produced by jihadist are also usually released through their own websites and include title pages and logos. The new clip shows only 47 seconds of shaky footage, ending as abruptly as it begins.
“There’s so much odd about it,” Will McCants, the founder of the Jihadica website, told McClatchy.
Both the Washington Post and McClatchy have reported in the past that they had reason to believe Mr Tice was a prisoner of the Syrian government. The US State Department has also said that it believes the Assad regime is responsible for his capture.
The footage was posted last Wednesday but only came to light after a link to it was posted on a pro-Assad Facebook page.
It was not clear when the footage was taken.
