A man with a bomb attached to him has reportedly entered a Sydney court with a young child.

A man has reportedly entered a Sydney court with a bomb attached to him.

Reports say the man is with a young child and has strapped what appears to be a bomb to himself outside the court complex in Parramatta in Sydney's west.

Police have confirmed they are investigating claims that a man has 'entered an office' at Parramatta Family Court.

They say at this stage, they're unsure what caused the man to attend the building or what he is in possession of.

They have closed off George Street from O'Connell and Marsden Streets

An ambulance spokeswoman said four crews had been sent to the courthouse.

"We are attending an incident at Parramatta," she told AAP.

ABC Radio reports that a courts spokesperson confirmed a "hostage situation" in Parramatta.

Firefighters are also attending.

Police negotiators are at the scene, a police spokesman said.

No further information would be immediately released, police told AAP.

ABC Radio reports that the incident is unfolding in a barrister's office across the road from the District Court and that it involves a man and child.

Several Twitter reports are saying workers are being evacuated from nearby buildings.

He said the man was not wearing a shirt and he could see upper half of his body, which apparently did not have any device attached to it.

There was no sign of a girl, he said.

Two large police rescue vans are at the scene, as well as two ambulance vans, including one from the specialised response unit.

A fire truck is also stationed outside 11 George Street.

About a dozen Hazmat fireman and ambulance special operation officers are standing by.

Paramedics have prepared a stretcher beside the ambulance.

Jessica Hanna, who works a few doors down from the scene at the Nyman Gibson Stewart law firm, told AAP police had cordoned off her office but she had not been advised to leave.

"They've wrapped (our office) all up ... I'm concerned," she told AAP.

Ms Hanna said police were on the scene from around 9am (AEST) on Tuesday.

"When I arrived this morning ... I saw police rock up on the corner of the local court, park their car, run across the opposite side of Marsden Street ... and then they ran back," she said.

"As I was coming to work there was a cop (who) rocked up as everyone was waiting there to see what was going on.

"I noticed a few people had been evacuated out of the building.

"All I know was what I've heard from police. I've asked him, and (he said) I think it's okay at this stage."

Ms Hanna said she believes the incident occurred in a law office.

Police have ruled out reports that the man who entered the building was armed with a collar bomb.

They would not confirm or deny Fairfax newspaper reports that the man was carrying a "suspicious backpack".

"At this stage it is not known what caused the man to attend the building or what he is in possession of," a spokeswoman told AAP.

The man later reappeared at the window, pulled back a blind and again held up the wig, and made a thumbs-down gesture.

He then disappeared from view again.

Vision of the man on the The Morning Show showed him to be aged about 50, with greying hair.

He was seen pointing at himself and giving the thumbs-up, then pointing to the wig and giving the thumbs down.

More to come
