Clinton on Libya: 'Whose side are you on?'

Secretary of State Hillary Clinton has said the NATO mission in Libya should not be abandoned, speaking during a trip to Jamaica

Washington (CNN) -- With pressure mounting at home on an American withdrawal from the Libya war, Secretary of State Hillary Clinton dismissed fears of a quagmire and said the mission should not be abandoned now.

Clinton, who is set to testify before Congress Thursday, said the Libyan opposition has made "very clear progress" in its political organization as well as in its fight against Moammar Gadhafi's forces.

"But the bottom line is, whose side are you on?" she said, speaking to reporters during a trip to Jamaica Wednesday. "Are you on Gadhafi's side or are you on the side of the aspirations of the Libyan people and the international coalition that has been created to support them?"

"For the Obama administration, the answer to that question is very easy."

Gadhafi singled out President Barack Obama when he lashed out Thursday at NATO attacks, demanding that the U.N. Security Council carry out an independent fact-gathering mission on Monday's strikes in the city of Surman, which resulted in civilian casualties.

"The Security Council should hold an urgent meeting to discuss the matter and stop this barbaric attack," he said in a nationally televised address.

In the attack, five houses were hit in Surman, which is west of Tripoli, and 15 people died, including three children, according to a government spokesman. NATO has said the target was a command-and-control communications node involved in coordinating attacks on the Libyan people.

"You will be responsible for any outcome," Gadhafi said, "and you will regret it."

To Obama, he said: "Originally, you're from Africa and originally Arab as well," he said. "You sold out to America. Where will you go? On Judgment Day, you will be in hell. Our dead will be in heaven, and your dead will be in hell. You ought to feel ashamed."

The U.S. Congress has been debating U.S. involvement in Libya.

House Speaker John Boehner, R-Ohio, indicated Wednesday that the GOP-controlled House of Representatives will not back a resolution sponsored by Sen. John McCain, R-Arizona, expressing congressional support for limited American involvement in the NATO-led military campaign in Libya.

"I don't think that's where the House is," Boehner told reporters on Capitol Hill. "The fact is the president has not made his case to the members of Congress. He has not made his case to the American people."

McCain's resolution, introduced Tuesday with Massachusetts Democrat Sen. John Kerry, authorizes the commitment of U.S. forces for one year while stressing the lack of support for any use of American ground troops.

McCain, the GOP's 2008 presidential nominee, said he believes Obama "did the right thing by intervening (in Libya) to stop a looming humanitarian disaster."

House leaders are preparing to hold a vote on the McCain-Kerry measure, but are also considering another resolution that would strictly limit U.S. involvement in Libya to a noncombat role.

Clinton is set to testify on the matter before the Senate Foreign Relations Committee Thursday.

She said Gadhafi and his inner circle "have their backs against the wall" and now is not the time to withdraw.

"We have seen an international coalition come together unprecedented between not only NATO, but Arab nations, the Arab League, and the United Nations," she said.

"This is something that I don't think anyone could have predicted, but it is a very strong signal as to what the world expects to have happen, and I say with all respect that the Congress is certainly free to raise any questions or objections, and I'm sure I will hear that tomorrow when I testify."
