TOKYO (Kyodo) -- Japan has decided to designate new spots for possible evacuation near the crisis-hit Fukushima Daiichi nuclear power plant that are feared to have radiation levels which go beyond an internationally recommended benchmark, the top government spokesman said Thursday.
The policy on the areas dubbed as "hot spots" will cover specific households in a residential area, Chief Cabinet Secretary Yukio Edano said at a news conference. Currently, the government in principle imposes an evacuation order on a municipality basis.
He said the government will support those who wish to evacuate from the hot spots and that children and pregnant women especially are urged to leave the spots, which register radiation levels that could exceed the 20-millisieverts yardstick a year.
Edano also said, "We see that there is no such risk that warrants a blanket evacuation," indicating it is not necessary to make the evacuation from the spots mandatory.
He added the government at the same time needs to give the heads-up to residents on a possibility that by staying in the hot spots for too long every day, they may end up accumulating more than 20 millisieverts.
The benchmark of 20 millisieverts is based on a recommendation by the International Atomic Energy Agency that the annual limit of radiation level should be in the range of 20 to 100 millisieverts in an emergency.
Following the start of the nuclear crisis, the government has prohibited entry into a 20-kilometer radius of the Fukushima plant, which continues to emit radiation, and ordered the evacuation of people in designated areas outside the zone where radiation levels are feared to surpass the limit.
Aside from the areas, high levels of radiation have been detected in the hot spots where radioactive materials emitted by the Fukushima plant, which was crippled by the devastating March 11 earthquake and tsunami, tend to concentrate due to geographical or weather conditions.
Based on the science ministry's recent monitoring, certain spots in the cities of Date and Minamisoma in Fukushima Prefecture could possibly register 20 millisieverts over the course of a year following the start of the nuclear crisis, Edano said.
The government is likely to pinpoint the areas as hot spots and increase the areas subject to such surveys, officials said.
After the ministry identifies the affected spots, it will first see if it can decontaminate them, but if not, designate them after discussions with municipalities concerned.
Residents will be informed about the effects of radiation and introduced to a new shelter for evacuation.
Date Mayor Shoji Nishida said the central government's decision is "practical" and makes it possible for them to take a "flexible response," while Minamisoma Mayor Katsunobu Sakurai welcomed it, saying he is "relieved that the government will provide assistance for evacuation based on the residents' wishes."
But some residents voiced discontent at the government's action, with 15-year-old high school student Kenji Onami in Date saying, "The radiation levels have been high from the very start, so I wish the government had made the decision faster."

Có hai "nhà hùng biện" Mỹ gốc Việt đã "tranh luận" rất hăng say về "văn hóa" và "đạo đức" lẫn "giáo dục" ở nước Mỹ mà hiện nay có rất nhiều người Mỹ gốc "vịt" đã tự hào "được là" .
(Sở dĩ conbenho viết là gốc "vịt" vì họ vốn là người VN nhưng đáng tội nghiệp họ đã tự nguyện xuống ao làm "vịt". Hòan tòan không hề có ý xúc phạm đến những người VN đáng được tôn trọng .)
Trở lại "chuyện vui cười Pao Thọt", một trong hai "nhà hùng biện" đã cho rằng "văn hóa và đạo đức" họng gì đó của người Mỹ (mà "nhà hùng biện" còn lại rất hãnh diện được là ) thua xa văn hóa và đạo đức của người Nhật .
"Nhà hùng biện" này đưa ra bằng chứng cụ thể để "chứng minh" nhận xét của anh ta qua những gì cả thế giới đều nhận thấy và khâm phục người Nhật trong sự hỗn lọan sau Động Đất và Sóng Thần FUKUSHIMA đã xảy ra ở Nhật, không hề có cảnh người Nhật ăn cắp, ăn cướp, giành giật giết hại nhau ... ; còn ở Mỹ qua các vụ động đất hay bão táp gì đó đều có cảnh cắp, cướp, bóc tùm lum tùm la !!! Thế thì bão chỉ vừa xô xuống, cuốn đi chưa kịp táp thì "người Mỹ" đã "táp" rồi ?!!!
Từ đó "nhà hùng biện" kết luận đáng đồng tiền bát gạo rằng thì là "văn hóa và đạo đức" họng gì đó của Mỹ thua xa văn hóa và đạo đức của người Nhật .
Hình như anh ta còn nói là "người Á châu" nữa .
Có lẽ anh ta đã quên trong số những người Á châu đó, còn có một bè lũ vô cùng MẤT DẠY, vô cùng bỉ ổi, vô giáo dục, vô sỉ, hèn hạ đê tiện, không những lũ này giỏi CƯỚP BÓC mà còn giỏi GIẾT CHÓC và bất cứ hành vi bần tiện xấu xa nham hiểm thú vật nào thì lũ này cũng đều giỏi nhất cả thế giới, đó là bè lũ mặt người dạ thú Việt gian đảng phỉ csVN .
À, suýt nữa đã quên, cái bè lũ đảng phỉ csVN này đã từng "được" người Nhật nói riêng và nhiều người trên thế giới nói chung gọi là "bọn giòi bọ" .
Người dân VN đã và đang bị cái "bọn giòi bọ" này cầm quyền và chà đạp, có NHỤC không ???
conbenho không biết kể chuyện, chỉ nhớ vài điểm nho nhỏ kể cho các anh chị nghe cho vui khi tình cờ thấy "chuyện vui cười" giữa những "nhà hùng biện" trên diễn đàn Pao Thọt .
