Ukraine reemerged in the 2020 presidential campaign with a Senate committee approving a subpoena in its Hunter Biden investigation and the leaking of years-old phone calls between his father, former Vice President Joe Biden, and Ukraine’s former president.

The Republican-led Senate Homeland Security and Government Affairs Committee voted 8-6 along party lines this week to approve a subpoena for Blue Star Strategies, a Washington, D.C., firm known for its Democratic clients, related to its representation of Burisma Holdings, the Ukrainian gas company that gave Hunter Biden a lucrative position on its board from 2014 to 2019, while his father, former Vice President Joe Biden, was leading the Obama administration’s Ukraine policy.

President Trump and Republican allies have questioned why Burisma gave Hunter a high-paying position despite him having little experience in the energy sector and a well-documented problem with drug use. Trump, his personal lawyer Rudy Giuliani, and other allies claim Joe Biden improperly used his position as vice president to pressure Ukraine to fire Ukrainian prosecutor Viktor Shokin to protect his son from an investigation into Burisma. Democrats say the renewed focus on Burisma is part of an effort to dirty up the elder Biden as he is the presumptive Democratic presidential nominee.

The former vice president threatened to withhold $1 billion in U.S. loan guarantees if Ukraine did not fire Shokin, who was criticized by the West for not doing enough to crack down on corruption. Washington’s ambassador to Kyiv, the European Union, the International Monetary Fund, and other allies had the same objective.

Biden says there is “no credibility” to the claims of corruption, but his critics have seized on video of a statement the former vice president made in January 2018, where he boasted to a Council of Foreign Relations panel that he ordered the Ukrainian government to fire Shokin or the White House would renege on a commitment to provide aid. “I looked at them and said: ‘I’m leaving in six hours. If the prosecutor is not fired, you’re not getting the money.’ Well, son of a bitch. He got fired," Biden said.

Biden’s version of the story compressed the timeline, which actually took place through a series of diplomatic moves and phone calls between September 2015 through May 2016. Some of the calls Biden had with former Ukrainian President Petro Poroshenko were leaked online this week.
