HONG KONG—Days before China celebrates 70 years of Communist rule, Hong Kong’s leader held a public meeting with citizens to try to defuse tensions after months of antigovernment protests, but signaled little inclination to accede to demonstrators’ demands.

In her first public dialogue since the unrest began, Hong Kong Chief Executive Carrie Lam met inside a cavernous indoor stadium with more than 130 citizens who officials said were randomly drawn from a pool of more than 20,000 applicants. The vast majority of the 30 citizens...
