In a Volatile World, Europe Struggles to Find Its Voice
Foreign-policy stumbles show EU’s difficulty in responding to pressure from China, Russia and the U.S.

MUNICH—Alarmed by the erosion of the post-Cold War order, Europeans are grasping at ways to influence a world in which Russia, China and the U.S. under President Trump are all jockeying for position.
But a string of recent foreign-policy stumbles by the European Union are stirring deep concern in European capitals about the region’s capacity to be a player in a new, more volatile and dangerous world order.
