US finds unwilling partner in China to avert potential crisis in region

WITH a growing risk that naval mishaps could escalate into unintended clashes between the US and China, an American official has said that Beijing is rebuffing efforts to set up crisis-prevention protocols.
"We have tried to make clear to China how important it is to put in place the institutions and policies to manage any incidents," said Kurt Campbell, the US State Department's senior official responsible for policy in Asia.
The US and Soviet Union put in place a number of agreements to contain Cold War mishaps from flaring into hot conflict, but China is declining all US approaches.
"We continue to underscore how important that is," Dr Campbell told the Herald in an interview. "More and more, Chinese and United States forces operate side by side. There's a need to have predictability on the high seas and above the high seas.''
China, which launched its first aircraft carrier last week, is increasingly asserting itself and has had mishaps and skirmishes with Japan, Vietnam, the Philippines and US in the last two years.
A professor of strategic studies at the Australian National University, Hugh White, said: "China seems to be prepared to run the risk so it can exploit these incidents to assert its claims.
"This is what strategic competition between great powers looks like. This is how wars start. Welcome to the Asia-Pacific century."
Australia is intensifying its support for the US military in the Asia-Pacific, even as the number and intensity of incidents with China increases.
Australia's Foreign Affairs Minister, Kevin Rudd, and Defence Minister, Stephen Smith, are to travel to the US next month for the annual AUSMIN meeting to discuss closer military alignment.
The Prime Minister, Julia Gillard, said in a speech to the Australian American Leadership Dialogue in Perth at the weekend: "This is about shaping a future … by developing institutions, norms, rules and habits of consultation and co-operation that minimise the risk of conflict or miscalculation, manage the frictions of a growing and changing Asia-Pacific and sustain a prosperous region."
Chinese and US forces come into friction along the Chinese coastline, where China asserts rights for 200 nautical miles offshore and the US exercises the right to international navigation.
"Our operations are clearly in international waters and completely consistent with the UN Law of the Sea," Dr Campbell said.
China also has laid claim to territorial rights over the South China Sea, bringing it into direct conflict with Vietnam, the Philippines, Malaysia, Indonesia and Brunei among others.
The Philippines claims nine Chinese intrusions into its waters in the past six months and the Chinese Navy cut the cables of a Vietnamese survey vessel, drawing an angry response from Vietnam.
China's vice foreign minister, Cui Tiankai, remarked afterwards: "I believe some countries are now playing with fire. And I hope the US won't be burned by this fire."
The US Secretary of State, Hillary Clinton, last month called on China and other claimants to specify the extent of their claims as a prelude to negotiations. Professor White said China refused US offers of a crisis-management system because it suspected Washington would use this as a way of continuing the status quo.
