19.35 Anders Fogh Rasmussen, the Nato secretary general, has given another press conference.

He says Nato urges the dispatch of international observers to Ukraine.

But diplomats said the alliance was unlikely to agree on major steps to rein Russia in.

19.25 From earlier today (see 11.35) we have video from David Rose, The Telegraph's videojournalist and photographer in Crimea, on the uneasy standoff between Ukrainian and Russia troops.

Here Roland Oliphant reports on the tense standoff that has developed as Russian troops surround a military base in Perevalnoe.

19.23 More detail from Putin's conversation with Merkel - the first comments we have had from him since the ouster of Viktor Yanukovych,

Putin told German Chancellor Angela Merkel on Sunday that Russian citizens and Russian-speakers in Ukraine faced an "unflagging" threat from ultranationalists, and that the measures Moscow has taken were completely fitting given the "extraordinary situation", the Kremlin said.

In a telephone conversation during which Merkel expressed concern about developments in Ukraine, she and Putin agreed that Russia and Germany would continue consultations in bilateral and multilateral formats to seek the "normalisation" of the situation, a Kremlin statement said.

18.24 We're getting more statements from Kiev about the circumstances surrounding Denis Berezovsky's defection to Moscow. The head of the navy announced within the past hour that he is switching sides.

Viktoria Syumar, deputy secretary of Ukraine's Security Council, said:

Quote During the blockade by Russian forces of the central headquarters of the navy, he declined to offer resistance and laid down his weapons.

The prosecutor's office has opened a criminal case against Denis Berezovsky under statute 111: state treason.

Another admiral, Serhiy Hayduk, was placed in charge of the navy.

18.04 Downing Street released this statement eight minutes ago - it's just been emailed to our political correspondents now.

It's worth reading in full.

Tonight David Cameron has phone calls lined up with Obama, Poland's prime minister and Lithuania's president.

The statement says:

The Prime Minister remains gravely concerned about events in Ukraine and is determined to pursue all avenues to reduce tensions and de-escalate a very dangerous situation.

This evening he will speak to President Obama, Polish Prime Minister Tusk and Lithuanian President Grybauskaite.

Earlier today the Foreign Secretary flew to Kiev to meet the new Ukrainian authorities, make clear our support for them, and urge continued restraint.

In current circumstances, the Prime Minister is clear that the focus of our engagement with Russia must be the situation in Ukraine, rather than other normal business. The Foreign Secretary announced earlier today that the UK will not take part in any of the G8 preparatory meetings in Russia planned for this week.

The Prime Minister and Foreign Secretary have also decided that it would be inappropriate for UK Ministers to attend the Sochi Paralympics in current circumstances.

The Prime Minister remains fully supportive of our Paralympic athletes' participation at Sochi.

A stable Ukraine is in the interests of everyone – including the UK. Ukraine is one of the largest countries in Europe and a neighbour of the European Union. Its economic prosperity, security and stability matter. The sovereignty and territorial integrity of Ukraine has been violated and this cannot be the way to conduct international affairs."


18.01 Inside Crimea, passionate feelings both for and against Russia are surfacing

17.55 AFP is describing the head of the navy's defection as a "seismic declaration."

It is unclear why and how Denis Berezovsky switched his allegiance, but Crimea's newly appointed pro-Russia prime minister Sergiy Aksyonov, who is not recognised by Kiev, said the announcement was a "historic event" at a joint press conference with the navy chief.

17.46 Here is the official comment from David Cameron, on his decision not to send government representatives to the Paralympics:

17.29 We've obtained footage of John Kerry's statement this morning, in which he rebuked Russia's "incredible act of aggression" and accused them of behaving like 19th century invaders. Mr Kerry threatens "very serious repercussions" from the US and other countries including sanctions to isolate Russia economically.

17.24 More detail on the startling development of Ukraine's navy chief defecting.

Denis Berezovsky has issued a televised statement from inside the Crimean headquarters of the Russian Black Sea Fleet.

He said:

Quote I swear to execute the orders of the (pro-Russia) commander-in-chief of the Autonomous Republic of Crimea. He added that he: "swears allegiance to the residents of the Autonomous Republic of Crimea."

16.51 For the past seven days, Vladimir Putin has said nothing - allowing his actions to speak for themselves. But Western and Ukrainian leaders are providing a stream of comments, warnings and pleas. The latest, from John Kerry:

16.03 Earlier on today (10.37), Ukraine asked for assistance "to protect its nuclear assets". Which lead us to ask: what are Ukraine's nuclear assets? It does not, following the signing of the 1994 Budapest Memorandum, have nuclear weapons.





The World Nuclear Association has the following analysis: Ukraine is heavily dependent on nuclear energy - it has 15 reactors generating about half of its electricity. Ukraine receives most of its nuclear services and nuclear fuel from Russia. In 2004 Ukraine commissioned two large new reactors. The government plans to maintain nuclear share in electricity production to 2030, which will involve substantial new build.
