Clinton’s Libya duty

The outgoing secretary of state must answer questions on Benghazi, and soon

The nominee to be the next Secretary of State, Sen. John Kerry, with the current Secretary of State, then-Sen. Hillary Clinton, in 2004.


President Obama on Friday tapped Sen. John Kerry as his choice to replace Hillary Clinton as secretary of state.

After what is likely to be a swift confirmation, Kerry will confront a major piece of unfinished business: fixing the gaping security holes exposed by the Sept. 11 terrorist attack in Benghazi, Libya.

An independent inquiry by trusted professionals has confirmed that grievous State Department lapses left that U.S. consulate far too vulnerable to an assault.

In fact, before she packs up her office, Clinton, now ailing, must appear before Congress to answer outstanding questions.

The report, produced by former Ambassador Thomas Pickering and former chairman of the Joint Chiefs of Staff retired Adm. Mike Mullen, uncovered a series of systemic failures.

Requests for additional security from the Tripoli embassy were ignored. Meanwhile, the department relied far too heavily on local militias and seriously misjudged the on-the-ground danger.

Wyoming Sen. John Barrasso summed up the blunders that led up to the murders of four Americans, including Ambassador Chris Stevens:

“They failed to anticipate what was coming because of how bad the security risk already was there. . . . They didn’t have adequate security leading up to the attack, and once the attack occurred, the security was woefully inadequate.”

In response, Clinton said she would begin implementing the 29 recommendations outlined by Pickering and Mullen, including upping the number of Marines posted at key missions.

That is welcome — and it’s imperative for Kerry to follow through. But it’s insufficient. Clinton, who was to appear at Thursday hearings but bowed out after fainting and sustaining a concussion, must reschedule promptly.

A huge security failure happened on her watch — one for which she, in October, accepted responsibility. Even on the way out the door, taking responsibility means being called on the carpet.
