World briefs: Syrian forces target children

BEIRUT -- Children in Syria have been tortured, sexually abused and subjected to "indiscriminate" attacks by President Bashar Assad's forces, and recruited for combat and terror operations by the rebels fighting to topple him during the country's nearly 3-year-old conflict.
The report to the United Nations Security Council by Secretary-General Ban Ki-moon highlights the plight of children in the conflict from the beginning of the uprising against Assad in March 2011 until Nov. 15, 2013. It was given to the council this week and posted on the U.N. website Tuesday.
Meanwhile, the Syrian government missed another deadline for destroying its chemical weapons Wednesday, but pledged to complete the process by June 30.
Islamic uprising spreads
BAGHDAD -- A powerful jihadist group that has been fighting in Iraq's Anbar region has taken over parts of a neighboring province, seizing three villages on Wednesday after a battle with government forces, according officials.
The forces of Prime Minister Nouri al-Maliki responded by preparing for a counter-offensive in the northern province, Salahuddin, even as they surrounded Anbar's main city of Fallujah, where the jihadist group, the Islamic State of Iraq and the Levant, or ISIL, has seized control.
In a separate attack Wednesday, two car bombs exploded near a public market in southern Baghdad, killing 12 people.
Israel OKs new housing
JERUSALEM -- Israeli planners on Wednesday gave final approval for 558 apartments in Jewish settlements in war-won East Jerusalem, which is sought by the Palestinians as a capital, officials said.
Palestinian officials said the decision undermines fragile U.S.-brokered negotiations with Israel on setting up a Palestinian state alongside Israel.
The Jerusalem municipality said its planning committee approved building permits in the neighborhoods on land Israel captured in the 1967 war and later annexed. Most of the international community considers them illegal settlements.
Google, EU reach deal
LONDON -- Google reached a deal with European antitrust authorities on Wednesday, ending a lengthy competition investigation into the U.S. tech company's practices that could have led to billions of dollars in penalties.
Under the agreement, Google would pay no fine and there would be no finding of wrongdoing.
The discussions have centered on whether Google abused its dominance in Internet search and advertising to favor its own products and services in search results.
London subway strike
LONDON -- A two-day strike by London Underground employees over job cuts and ticket-office closures caused travel chaos in the capital as stations remained shuttered and roads struggled to cope with extra demand.
Unions called the strike over Mayor Boris Johnson's plans to scrap ticket booths with the loss of 750 jobs.
Chinese lunar probe
BEIJING -- China's unmanned lunar rover sits hobbled on the dark side of the moon, possibly frozen to death.
During the lunar night, which lasts roughly 14 Earth days, the moon's temperature can drop to minus 290 degrees Fahrenheit. If a rover isn't prepared for that, experts say, it has little chance of recovering. The Chinese will know Feb. 13, when the night ends.
