Syrian rebels reject plans for Geneva peace conference

Syrian National Coalition under pressure as most powerful rebel fighting groups call plans for Geneva peace conference with Assad regime a "betrayal"

A coalition of the most powerful rebel fighting groups in Syria have rejected a planned peace conference in Geneva, accusing the country's political opposition of "treason" if they take part.

The announcement came as the international watchdog charged with removing Syria's chemical weapons said the Syrian regime had met the deadline for giving up a detailed plan on how to destroy the chemical arsenal.

"We announce that the Geneva 2 conference is not, nor will it ever be our people's choice or our revolution's demand," said the statement read out by Ahmad Eissa al-Sheikh, the leader of Suqour al-Sham, one of the biggest groups in the country.

The document, signed by 19 Islamist rebel groups, including the four strongest fighting forces in the country, called Geneva a "betrayal" and warned that "trading with the blood of our martyrs" would be a "treason" that would be answered for in "our courts".

Under pressure from its western allies, the Syrian National Coalition, the main opposition bloc will decide on November 9 whether it will participate in the negotiations, pencilled in for later this month.

A key difficulty however is how, if the conference did take place, what effect decisions take by the opposition would have on the ground.

Islam Alloush, spokesman of the 'Islamic Army', a key signatory of the petition told The Telegraph: "We reject anyone working from outside Syria; the political opposition has not consulted any military groups fighting here".

Separately, Damascus met the deadline for handing over a detailed plan to destroy its chemical stockpile on time, the Organisation for the Prohibition of Chemical Weapons said.

Damascus was required to submit the plan under a UN Security Council resolution that also called for a political settlement to end the war.
