Hillary Clinton to Ottawa audience: ‘Military action is critical’ against ISIS

OTTAWA — Hillary Clinton said Monday that military action against Islamic extremists in Iraq and Syria is “essential” to stop the growth of ISIS outside the region.

Ms. Clinton, the former U.S. secretary of state who is likely to seek the Democratic nomination for the 2016 presidential race, made the comments in an appearance in Ottawa.

“This kind of jihadist extremism is expansionary,” Ms. Clinton told several hundred people at the conference hosted by the Canada 2020 think-tank.

“It is not satisfied with holding some towns and villages that straddle the border between Syria and Iraq.

“They believe that it is part of their mission to launch attacks, to infiltrate through foreign fighters into western societies.

“Therefore I think military action is critical. In fact, I would say essential, to try to prevent their further advance and their holding of more territory.”

At the same time, she said the world must be prepared to do more than just wage battle militarily. She said the West must also work hard to enlist Arab support, battle the extremists’ social media propaganda, and assist governments in the Middle East to foster political and economic reforms.

“Military action alone is not sufficient,” she said. “It’s a very long game.”

Ms. Clinton delivered her remarks as MPs just a few blocks away on Parliament Hill were debating the Conservative government’s plan to send CF-18 fighter jets to Iraq for a combat mission of up to six months.

Among those in the audience for Ms. Clinton’s speech was Foreign Affairs Minister John Baird and Liberal leader Justin Trudeau, whose party opposes the conflict mission.

On Monday, she said she has been “dodging questions” for a year about whether she will enter the upcoming presidential race, and said she will continue to dodge them.

“I’ve been thinking hard about it,” she acknowledged, but added she won’t decide until after this fall’s mid-term elections in the U.S.

Ms. Clinton went out of her way to directly avoid picking sides in the current political debate she said she knows is occurring in Parliament.

Ultimately, she said the U.S. will welcome and support “whatever level of support” Canada decides to offer the coalition battling ISIS. However, Ms. Clinton did speak strongly about the need for the coalition to “degrade and defeat” the terrorist threat posed by the extremist group.

She said there is no doubt that ISIS is a “real” threat to the people in the region and has “destabilized” the area.

At the same time, she said ISIS is “attracting flocks of foreign fighters,” including from Canada and the United States, who hold passports that would enable them to return home.

Overall, Ms. Clinton said that there may be 50,000 to 100,000 “hard-core jihadists” in the world right now. “I think we turn away from it at our peril,” she said.

“This is a long-term struggle and we just have to be sensible about it, and be smart, and learn the lessons from the past.”
