Will US Republicans torpedo the TPP?

In a surprising development, US congressional Republicans and a few of their business allies now pose the biggest threat to the Trans-Pacific Partnership (TPP).
When an agreement was finally announced on October 5, neither a single Republican leader in Congress, nor any broad business federation in the United States could be found to support it. Republican support for the TPP is indispensable since most congressional Democrats oppose it and former Secretary of State Hillary Clinton has come out against it.
Optimists argue that much of the immediate GOP criticism of the deal is temporary. The argument is that this criticism is the result of a misperception by some business sectors, such as pharmaceuticals, that the Obama administration sold them out in order to get a quick deal.
But the reality, as one Washington-based business source told me, is that "reaching agreement was a case of now or never". Some of the deal"s discontents have convinced themselves that they can force a renegotiation, but that is a fantasy. "This was absolutely the best deal the United States could get, given the bargaining situation", said one business source.
Many people, including myself, have grave reservations about the TPP and want to take the time to correct its flaws. But that option is now gone; it will either be this TPP or none at all.
The question for legislators in all countries is whether the pact"s benefits outweigh its flaws. Does this TPP make things better or worse, and would rejecting it lead to a better pact down the road or to no pact at all?
Looming large over the debate in the US Congress is the immense veto power of assorted well-connected, well-financed special interests. Too many of those who claim to support "free trade" no longer mean a two-way street in which the United States helps promote its own prosperity by promoting that of its partners. Rather, they seek a system in which others open their markets to favoured American business sectors, but the United States is not expected to reciprocate proportionately.
Senator Orrin Hatch (a Republican member for Utah), the chair of the Senate Finance Committee, lamented: "I am afraid this deal appears to fall woefully short."
Hatch is upset because the US pharmaceutical industry did not win its demand for adherence to the US standard of 12 years of data exclusivity (the protection of clinical test data) for biologics, protein-based drugs that are derived from living, lab-cultured cells. Instead, US trade representative Michael Froman was compelled to compromise. Hatch has warned for months that he might be willing to let the entire deal fail over this one issue.
Even more disappointing to those in favour of the TPP was what one Washington trade expert called "the surprising neutrality" of Representative Paul Ryan (Republican member for Wisconsin), chair of the Ways and Means Committee and point man for the TPP in the House: "I am reserving judgment." Perhaps Ryan, regarded as an ardent free-trader, did not want to get too far ahead of his GOP colleagues. But it is worth noting that he hails from the dairy state of Wisconsin. In September 2015, the dairy lobby sent a letter to Congress in which they noted "grave concerns" about a deal that would give New Zealand more access to the US market, but would not adequately open Canada"s market to the United States.
Then there"s tobacco. Froman agreed that tobacco products would be exempted from a trade dispute-resolution mechanism, called investor–state dispute settlement (ISDS).
The poster child for abuse of this process is a series of suits by Philipp Morris and R.J. Reynolds against several countries that required plain packaging on cigarettes. For some countries, removing tobacco from ISDS protection was a vital public health issue. But Senate Majority Leader Mitch McConnell, who hails from the tobacco state of Kentucky, has suggested several times that exempting tobacco could be a deal-killer for him.
Given the divisions among the business community, not a single one of the leading broad-based business federations could come up with a positive statement of support for the TPP. But observers expect that these federations will eventually energetically lobby for the TPP.
What is most disconcerting is the one-way street attitude of too many of those who call themselves "free traders". Some in business and Congress — in both parties — contend that the United States is already so open that there is little left to do.
This naturally causes resentment among the other TPP countries, who point to a host of issues, some of which the United States did not even allow to be discussed in the main TPP talks.
These include: "Buy America" provisions of many state procurement laws (a US$1.4 trillion market); the protectionist "yarn forward" rule in textiles; the refusal to significantly bring down high import barriers on sugar and dairy; and tariffs on Japanese trucks (25 per cent), cars (2.5 per cent) and parts (mostly 6–10 per cent) that will not be lifted under the TPP for 30, 25 and up to 15 years, respectively.
US leadership rests on others" perception of it as a benign hegemon. By undermining such perceptions, one-way street notions of free trade pose a far greater threat to national security than any rival free trade agreement that China could create.

Không như những quốc gia tự do dân chủ khác tham gia TPP, "các nhà lập pháp" của Việt Nam được đề cập tới trong bài viết "Hiệp định TPP được hoan nghênh ở Châu Á với một số lo ngại" từ VOA, hiện nay, đúng hơn là hơn 40 năm qua, thực tế rõ ràng, hiển nhiên cũng chỉ là những thằng việt cộng và cái gọi là "lập pháp" của việt cộng chỉ nhằm vào bảo vệ cái đảng chó má BÁN NƯỚC DIỆT NÒI việt cộng, không bảo vệ người dân Việt Nam .
Như The Economist trình bày trong "TPP_ The Trans-Pacific Partnership_ Weighing anchor " rằng "Vietnam will have to allow unions independent of the Communist Party. Such commitments will be enforceable under the treaty’s dispute-settlement mechanism." cần phải xét lại, cái gọi là "công đoàn độc lập" do bè lũ chó má việt cộng lập ra cũng chỉ phục vụ cho quyền lợi của lũ BÁN NƯỚC DIỆT NÒI việt cộng cùng giới chủ nhân, và HÚT XƯƠNG TỦY của người dân đen Việt Nam và chính tầng lớp công nhân , những người dân đã từng "tiên phong", "đi đầu" để "phục vụ", "xây dựng" cái chế độ chó má BÁN NƯỚC DIỆT NÒI việt cộng đáng GHÊ TỞM của chúng nó .

Tất cả cũng chính vì sự PHẢN QUỐC BÁN NƯỚC cầu vinh của bè lũ chó má việt cộng mà ra .
Lên tiếng chống lại hành vi, mưu đồ bành trướng, thâm độc của tàu cộng ở Biển Đông, HỢP LÝ, mạnh mẽ nhất chính là Việt Nam . Sau hơn 40 năm CƯỚP NƯỚC và BÁN NƯỚC, bè lũ chó má việt cộng đã lộ nguyên hình là bè lũ DỐI TRÁ LÁO KHOÉT, với bản chất vô sỉ, quỷ quyệt, phi nhân của bè lũ "siêu cộng sản" việt cộng .
TPP có bọn việt cộng này e rằng chúng nó sẽ truyền nhiễm SIÊU KÝ SINH TRÙNG của chúng nó sang những người sạch sẽ, thơm tho, khỏe mạnh đầy TỰ TIN nhưng hình như chưa hiểu thế nào là ĐỘC TÍNH của SIÊU KÝ SINH TRÙNG việt cộng .
Chơi với hủi, có ngày vấy hủi vậy .
Hình như thế giới tự do đang bước thụt lùi !
Còn nữa, có nhiều người cho rằng VN "không còn cộng sản nữa" .
Những người này vô tình hay cố ý đưa ra nhận xét này quả thật QUÁ NGÂY THƠ, không hiểu gì về bọn chó má việt cộng cả, hay có thể họ đưa ra nhận xét trên để mưu lợi riêng, hoặc cho mục đích hòa giải hòa hợp với bọn chó má việt cộng .
Bọn chó má việt cộng đã và đang tiến lên cái gọi là siêu cộng sản đấy .
Loại công sản biết BÁN NƯỚC cầu vinh sau khi CƯỚP NƯỚC,
Loại công sản biết BÁN DÂN nô lệ khắp thế giới mà vẫn được "thế giới" bắt tay vui vẻ, khi mà người dân chúng nó thống trị đến nỗi đã biến thành con vật lúc nào họ cũng không hay biết .
Bè lũ chó má việt cộng đã và đang dùng thân xác con dân Việt để đổi chác quyền lợi với thế giới . Đây là một trong những "chính sách" bỉ ổi, đê tiện, dã man, nhơ nhớp nhất mà những ai còn chút liêm sỉ tranh đấu cho "tự do", "dân chủ", "nhân quyền" không thế nào không nhận biết . Cái trò đánh đĩ nhân quyền này thật đáng ghê tởm .
Quý ngài "sĩ đặc" sệt và quý ông bà "trí thức" vật vờ tranh đấu cho bè lũ chó má việt cộng "được vào TPP có điều kiện" nghe qua cảm thấy lợm giọng buồn nôn và càng tội nghiệp hơn nữa khi thấy quý ngài và quý ông bà này vẫn chưa chịu MỞ MẮT qua kết quả "tranh đấu" "đánh đĩ nhân quyền" đã được bè lũ chó má việt cộng đáp ứng qua cái gọi là "cuộc đại xá" của bè lũ súc sinh chó má việt cộng "nhân dịp" chúng nó "ăn mừng" ngày chúng nó CƯỚP trắng tâm huyết của dân tộc cách đây 70 năm, ngày 2-9 Ô NHỤC vừa qua.
