Rogers: Obama’s inertia on Syria-Islamic State part of foreign policy plan empowering rivals

Rep. Mike Rogers, chairman of the House Permanent Select Committee on Intelligence, said Sunday that President Obama’s inertia on whether to launch airstrikes on Islamic State targets in Syria is part of an overall foreign policy failure that is empowering China, North Korea, Russia and other rival nations.
“It’s all related,” Rogers, R-Mich., told “Fox News Sunday." “The world sees the United States as withdrawn.”
Rogers said the president’s apparent disengagement or slow response is the reason China has engaged U.S. pilots and Russian President Vladimir Putin has moved into eastern Ukraine without fear of consequence.
“U.S. foreign policy is in free fall,” he said. “Traditional allies are saying maybe the United States is not the best to lead us.”
The president faces a big test later this week when he travels to Europe for a NATO summit where he hopes to build a coalition to stop Islamic State, the terror group formerly known as ISIS, and other militant groups in the Middle East.
Rogers told Fox News he doesn’t believe White House Press Secretary Josh Ernest when he said last week that military options are “still being developed.”
Ernest's remarks followed the president saying the U.S. still doesn't have a strategy for Islamic State and Syria.
Rogers said the president was presented with a range of military options at the start of the 2011 uprising in Syria to overthrow the regime of President Bashar Assad, a movement that gave rise to Islamic State.
“There have been plans on the table,” Rogers said. “The president just didn’t want to get engaged. That is a decision. That is foreign policy.”
Rogers also said the surprising and powerful surge of Islamic State -- across the Syrian border and into northern Iraq -- reached a critical point longer before the group earlier this month beheaded American journalist James Foley.
He said the president’s plan to build a coalition isn’t “wrong,” just “late” because the U.S. now has fewer, safer options in the efforts to stop Islamic State before it strikes on American soil.
Rogers estimated that “hundreds” of Americans have already traveled or trained with Islamic State at least once.

‘Hundreds’ of Americans linked to Islamic State: lawmaker

WASHINGTON – Several hundred U.S. citizens may have had contact with Islamic State jihadists in Syria, the chairman of the powerful House Intelligence Committee said Sunday.
Republican lawmaker Mike Rogers, a former FBI agent, told “Fox News Sunday” he was concerned about efforts to keep track of Americans who had links to the group.
“It’s in the hundreds that have at least one time traveled, participated and trained with them,” Rogers said.
“Some have drifted back, some have gone to Europe.”
The State Department has previously estimated that more than 100 U.S. citizens had traveled to Syria to join radical groups such as the Islamic State.
“I’m very concerned because we don’t know every single person who has an American passport that has gone and trained and learned how to fight,” Rogers said.
He also raised concerns about the estimated 500 British citizens and “several hundred” Canadians believed to have traveled to Syria, noting that passport holders from those countries could both enter the United States without a visa.
U.S. officials last week confirmed an American fighting for Islamic State was killed in August in Syria.
Separately Sunday, another U.S. lawmaker said a strategy to fight militants in Syria could become clearer in the coming days.
“We don’t have the information which hopefully we’ll have in the next week or so what the plans are going to be,” Dutch Ruppersberger — the top Democrat on the House Intelligence Committee — told CNN’s “State of the Union.”
“A lot of it is classified. You don’t tell an enemy you’re coming in to attack them. That’s the number one issue. You don’t respond to the media. You respond to the endgame.”
On Saturday, the United States carried out limited strikes outside north Iraq for the first time since its air campaign against militants began more than three weeks ago, and aircraft from several countries dropped humanitarian aid to the Shiite town of Amerli.

China Developer Debt Risk Rises as Sales Miss: Chart of the Day

China’s largest property developers risk missing their full-year sales targets as tighter credit and an economic slowdown cut demand for real estate, fueling concern the industry will struggle to repay debt.
The CHART OF THE DAY shows the 13 biggest developers that provided full-year sales targets achieved 49 percent of those goals by the end of July, the weakest level in at least two years, according to data compiled by Bloomberg. The ratio of debt to equity on a Bloomberg Industry gauge of 84 Chinese property companies has climbed to 128 percent, the highest since at least 2005 and almost double the Bloomberg World Real Estate Index’s 76 percent.
New-home prices fell in July in almost all cities that the government tracks, while sales of residential units slumped 28 percent from the previous month, as China’s broadest measure of new credit sank to the lowest since the global financial crisis. Moody’s Investors Service and Standard & Poor’s said this month some smaller Chinese developers may default in the second half amid falling sales and shrinking access to credit.
“Sales haven’t done particularly well in any month this year,” Mizuho Securities Asia Ltd. analyst Alan Jin said by phone from Hong Kong yesterday. If sales disappoint during the peak season in the next two months, that will hurt developers’ share prices, he said.
Country Garden Holdings Co., controlled by China’s richest woman, Yang Huiyan, said it planned to raise $410 million selling shares at a 31 percent discount to yesterday’s closing price to refinance debt. Guangzhou R&F Properties Co. lowered its sales goal for the year by 14 percent this week. Evergrande Real Estate Group Ltd. (3333)’s net debt jumped 65 percent in the first half to 132 billion yuan ($21.5 billion), according to Bank of America Corp., which cut its stock rating to underperform.
While weakness in the property market has prompted cities including Hohhot and Jinan to loosen curbs on home purchases, developers are boosting incentives to increase sales. China Vanke Co., the nation’s biggest real estate company, is giving discounts of as much as $325,000 to home buyers who also shopped on Alibaba Group Holding Ltd.’s Taobao Marketplace, according to a statement this week.

Israel reportedly shoots down drone from Syria

JERSUALEM – The Israeli military said Sunday that it shot down a drone that entered Israeli-controlled airspace from neighboring Syria, heightening tensions in the volatile Golan Heights.
Military spokesman Lt. Col. Peter Lerner said the aircraft apparently belonged to the Syrian military and accidentally crossed over into the Israeli-controlled side of the Golan. It was shot down with a Patriot missile.
"We have repeatedly stated that we will respond to any breach of Israel's sovereignty and will continue to act to maintain safety and security," Lerner said.
The military said the incident occurred near Quneitra, a main crossing point between Syria and the Israeli-controlled Golan.
The Quneitra area has experienced heavy fighting in recent days between Syrian government troops and rebels.
Israel has avoided taking sides in the three-year civil war in Syria, though Israeli troops have responded to occasional mortar fire that has landed on the Israeli side of the Golan. Israel says some of the attacks have been accidental spillover, while others have been intentional. It has always held Syria responsible for any cross-border fire.
Israel captured the Golan Heights from Syria in the 1967 Mideast war from Syria and subsequently annexed it in a move that has never been internationally recognized.
