Lebanon holds ship 'carrying weapons for Syria rebels'


Lebanon says weapons seized on the Lutfullah II were bound for the rebels

The Lebanese navy is holding a Sierra Leone-registered ship and says it has confiscated a large consignment of arms and ammunition it was carrying.


The 11 crew members were detained after three shipping containers full of heavy and light weapons were found on the Lutfallah II.


The BBC's Jim Muir in Beirut says it is believed the consignment was destined for the rebels in Syria.


Some of the arms were labelled as Libyan, says Reuters news agency.


The ship's owner told Reuters it was due to unload in Tripoli, northern Lebanon.


Milos Strugar, a spokesman for the United Nations Interim Force in Lebanon (Unifil) which assists Lebanon in preventing illegal arms entering the country, confirmed to the BBC that it was bound for a Lebanese port.


Tripoli is a hotbed of support for the Syrian opposition, and the authorities in Damascus have frequently complained about arms being smuggled from the areas into the country, our correspondent says.


Violence has fallen in Syria since a ceasefire was put in place, but activist groups still counted some 40 deaths in fighting across the country over the weekend.


The dead included 26 civilians killed by government forces, said the UK-based Syrian Observatory for Human Rights.


Attacks from sea

Russia has accused Libya of supporting the Syrian rebels and providing them with weapons. Lebanese media say there was light, medium and heavy weaponry in the consignment.

The ship is reported to have begun its voyage from Libya, stopped off in Alexandria in Egypt, and then headed for the port of Tripoli in northern Lebanon before it was intercepted.

It is now being held at the port of Salaata near Beirut. AP news agency reported that the containers had been placed on Lebanese army flatbed trucks and taken away.

They are now being held under lock and key at an army base.

The owner of the Lutfallah II told Reuters that he was told the ship was carrying engine oil, and was unaware of any weapons. "The law doesn't allow me to open and inspect the containers," he said.

He said the ship was originally asked to carry 12 containers of "general cargo" from Libya to Lebanon. After three days of delay it left only carrying the three containers, he told Reuters.

On Saturday Syrian rebel gunmen in inflatable dinghies attacked a military unit on the Mediterranean coast, with deaths on both sides, state media report.

It is thought to be the first rebel assault from the sea. The violence comes despite a shaky ceasefire in force since 12 April.

Syria's official news agency Sana said a military unit had foiled a "terrorist attempt" to infiltrate the country overnight by boat in Latakia province.


More observers

The UN currently has about 15 observers in Syria monitoring a shaky ceasefire, which came into force on 12 April, and hopes to have the full advance team of 30 in place by Monday.

Violence has been continuing despite the truce.

On Thursday UN Secretary General Ban Ki-moon warned that Syria's government was "in contravention" of a UN- and Arab League-backed peace plan.

Mr Ban has demanded that Damascus comply with the peace plan brokered by international peace envoy Kofi Annan without delay.

The Security Council has approved the deployment of up to 300 monitors. Norwegian Maj Gen Robert Mood, who is to lead the team, arrived in Damascus on Sunday.

"To achieve the success of Kofi Annan's six-point plan... I call on all to stop the violence and to help us on a continued cessation of armed violence in all its forms," Gen Mood told reporters.

BEIRUT (Reuters) - Gunmen in inflatable dinghies killed several security officials in an attack on a military unit on Syria's Mediterranean coast, state media said on Saturday, the first seaborne assault reported during the revolt against President Bashar al-Assad.

The night raid, along with the killings of at least 15 people in violence in two areas near the capital, underlined the threadbare state of a U.N.-brokered ceasefire deal that has Western leaders talking of tougher steps to stop the bloodshed.


Russia, Damascus' most powerful ally, stepped up its criticism of anti-Assad militias, condemning what it called "barbarous" attacks designed to scuttle the two-week-old truce engineered by U.N.-Arab League mediator Kofi Annan.


Syria's official SANA news agency said several gunmen and soldiers died in fighting that followed the coastal attack near the northern port of Latakia, 35 km (22 miles) south of the Turkish border.


"The fighting ... resulted in the death and wounding of a number of military personnel while the number of those killed from the terrorist group was not known because they attacked the military unit at night," SANA said.


It did not state the nationality of the attackers.


Damascus has accused Turkey of allowing weapons and funds to flow to insurgents throughout the 13-month-old uprising, the latest in a wave of revolts against rulers across the Arab world. Turkey also plays host to the leadership of the rebel Free Syrian Army.


Lebanese authorities found weapons including rocket-propelled grenades and rifles on board a ship intercepted in the Mediterranean which may have been trying to supply Syrian insurgents, security sources said.


In a village north of Damascus where army defectors had taken refuge, activists said Syrian forces killed at least 10 people. And overnight, five members of the security forces were killed in an explosion targeting two vehicles near Damascus, the UK-based Syrian Observatory for Human Rights said.


The United Nations says Syrian forces have killed 9,000 people since the start of the revolt in March 2011. Syrian authorities blame foreign-backed militants for the violence and say 2,600 soldiers and police have been killed.


Annan's April 12 ceasefire has led to only modest reductions in the level of daily carnage, with both sides accusing each other of multiple breaches of the truce.


On Friday, a suicide bomber killed nine people when he detonated an explosives belt outside a Damascus mosque.


SANA said six officials killed in that blast were buried on Saturday, along with a further 16 army and security personnel killed in separate incidents elsewhere in the country of 23 million.


Most independent media have been barred from Syria, making it hard to verify accounts of events on the ground. SANA named all the people it said were buried on Saturday.


The Damascus suicide attack was just one of five explosions to hit the capital on Friday, creating the impression insurgents may be changing tactics and embarking on a sustained bombing campaign aimed at the seat of Assad's power.


"The action is picking up and it seems the (rebels) and Assad's forces are starting to battle it out in Damascus as well," said one activist based in the capital who uses the name Mar Ram.


DIPLOMATIC RIFTS


U.N. Secretary-General Ban Ki-moon has accused Damascus of breaking its pledge to withdraw heavy weapons and troops from towns, and said he is "gravely alarmed by reports of continued violence and killing in Syria".


Syrian media hit back, say Ban was inflaming the conflict by ignoring "crimes and terrorist actions" committed by anti-Assad militiamen.


"His focus on shamefully pointing at Syria, as usual, encourages these groups to continue to commit more crimes and terrorist acts," the state newspaper Tishreen said.


Russia also piled in, saying the disparate rebel groups trying to topple Assad appeared determined to trash what is left of the U.N.-backed peace initiative.


"Attempts by the irreconcilable opposition to increase tension even more and incite violence cause particular alarm," Moscow said in a statement. "The aim is clear: to ruin a solution in Syria based on Annan's plan."


U.N. monitors are trickling in and officials say 30 of a planned 300-strong mission should be in place by Monday to reinforce observers already stationed in anti-Assad hotbeds such as Idlib, Hama, Homs and Deraa.


The slow build-up, more than two weeks after the truce came into effect, has been derided by Assad's foes and intensified frustration in Western capitals, where leaders want firmer measures imposed on Damascus sooner rather than later.


The presence of the monitors has emboldened many thousands of protesters to resume demonstrations after weeks of military crackdown, but activists say Assad's forces responded swiftly.


Security forces carried out house to house raids in the Damascus suburb of Irbin on Saturday, arresting demonstration leaders who welcomed the observers a week ago, two resident activists said.


France says that if Assad's forces do not return to barracks, it will push next month for a "Chapter 7" U.N. Security Council resolution - which could allow action ranging from economic sanctions to military intervention.


Russia and China have made clear that they would veto Libya-style military action and have resisted the idea of sanctions.

NEW DELHI – U.N. Secretary-General Ban Ki-moon says he is "gravely alarmed" at the continuing killings in Syria despite the government's repeated commitments to end the violence.


The U.N. chief told a news conference Friday that U.N. military observers in Syria are reporting heavy weapons in populated areas, despite Syria's announcement that they had been withdrawn.


He said "the continued repression of the civilian population is totally unacceptable" and "must stop immediately." Ban said the 13-month conflict has reached "an unacceptable, intolerable stage" and his priority, along with U.N.-Arab League envoy Kofi Annan, is to accelerate deployment of the 300 U.N. observers authorized by the Security Council.


He expressed hope that their deployment "will change the dynamics on the ground."

WARNING: GRAPHIC CONTENT Shocking footage has emerged from the Syrian conflict of a man being buried alive

A DISTURBING image has emerged from the bloody skirmishes in war-torn Syria, in a video showing a man begging for his life while he's buried alive at gunpoint.


The Syrian rebel is buried up to his neck and surrounded by soldiers, said to be Bashar al-Assad loyalists.



The shocking footage, which has not yet been verified, comes after a major blast in the flashpoint city of Hama that may have killed as many as 68 people, with the rebels calling for an emergency meeting of the UN Security Council.



According to Al Jazeera, the opposition Local Coordination Committees said security forces fired a rocket at a building in a working class district of Hama on Wednesday. The Syrian state news agency said the explosion was caused by anti-government bomb makers.

The London-based Syrian Observatory for Human Rights said at least 12 people were killed but activists on the ground put the death toll as high as 68, including 16 children, AFP reported.



One Hama resident and activist told Al Jazeera, "Many of the victims are women and children. People are dying because we don't have the necessary medical equipment or expertise to save those injured."



At the same time, Syria's main opposition group, the Syrian National Council (SNC) called for an emergency UN Security Council meeting to issue a resolution protecting civilians.



Despite a cease-fire that took effect two weeks ago, and a visit to Hama by several UN observers, the SNC said as many as 100 people had been killed there in recent days.



The top rebel military leader, General Mustafa al Sheikh, told pan-Arab daily Asharq al-Awsat Thursday that the UN monitoring mission in Syria is doomed to fail because President Bashar al Assad will never honor the cease-fire negotiated by UN-Arab League envoy Kofi Annan.



"The regime's nature is based on its security mentality" and "is built on oppression," the army defector and head of the Free Syrian Army's military council told the London-based newspaper, AFP said.



He said Assad would not comply with Annan's plan because "a cease-fire would imply the fall of the regime."



But in Moscow, Russian Foreign Ministry Alexander Lukashevich said the situation in Syria was gradually improving, mainly due to the efforts of the UN observers, adding that "the violence level has already dropped significantly," the state news agency RIA Novosti reported.



Between 11 and 15 UN observers are reportedly on the ground in Syria now, with 300 scheduled to deploy in the future.



Russia, along with China, has previously vetoed efforts in the Security Council to strengthen measures against the Syrian regime.

The Syrian opposition called for an emergency meeting of the UN security council after fresh claims of regime brutality, including a video which purportedly showed an opposition activist being buried alive.

The video, said to have been filmed in the Syrian border town of Qusayr, shows a man buried to his neck in the ground. He wails desperate prayers as two men in military uniforms fill in the small ditch around his head with shovels. Dry mud and rocks smash against his face and head until he is completely covered, when the video cuts out.


The footage cannot be verified, especially as it seems to have been posted by a member of the regime forces, most likely one of the Shabiha, the informal militia often tasked with the "dirty work" on the streets to allow deniability. It may have been intended to frighten the opposition.


The dialogue on the video suggests the man has been caught sending footage of the uprising to Arab satellite television channels such as Al-Jazeera and Al-Arabiya. He cries out, "there is no god but Allah", a traditional prayer of those about to die, but is told to say "there is no god but Bashar" instead.


The call by the Syrian National Council for an emergency statement by the UN came after another apparently major breach of the ceasefire, when a huge explosion destroyed part of a working class civilian district of Hama, Mash at-Tayyaron, on Wednesday.

"We are calling for an emergency meeting of the UN Security Council so that it can issue a resolution to protect civilians in Syria," the Syrian National Council said in a statement. "Hama in recent days, and following a visit by UN observers, witnessed a series of crimes that left more than 100 people dead and hundreds wounded because of heavy shelling."


The regime said "armed terrorist groups" had accidentally blown up a house they were using for bomb-making, killing 16 people including women and children. Opposition activists nearby said there had been intense tank shelling of the house, before a single large rocket hit it, killing scores of people.


Earlier this week, a series of machine gun attacks by regime forces killed between 30 and 40 people, shortly after a visit by members of the Annan peace deal monitoring mission. Two monitors remain in the city.


"It was a missile shot by Battilion 47, which is situated near that district," said Mousab al-Hamadee, a member of Hama's Local Coordination Committee for the opposition. "They thought that some defectors were hiding in that part of the city."


Mr Hamadee said that many of the victims of the blast were families who had fled the violence in neighbouring Homs and had been living in the district as refugees. Activists put the body count as high as 68, including 13 children and 16 women.


Footage from immediately after the blast showed panicked crowds scrambling over the collapsed remains of buildings, and carrying the semi-naked bloodstained body of a young girl. Ash-covered men dug through the piles masonry in search of people trapped below.


"Shops were closed across the whole city," said anactivist calling himself Samer al-Husain. "We left the pharmacies open do that they could provide help for the wounded.


"We had big demonstrations in several neighbourhoods. There was a smaller one in the city centre. Security forces opened fire on the demonstrators, wounding my friend who was shot in the leg."


Opposition leaders in Hama declared the two monitors stationed in the city "useless".


"We called the observers yesterday night," Mr Husain said. "They came to the edge of the neighbourhood but refused to go inside. Perhaps they were scared, but I don't know why because they had Syrian security with them."


In another allegation of regime non-compliance with the ceasefire government forces have built a concrete wall around much of the once rebel-held Homs district of Baba Amr, stationing tanks and troops near every exit, activists report.


"The only way in and out of the district are through exits heavily patrolled by security forces," said one, "Abu Bakr". "Only the elderly and children live inside Baba Amr now. The young men are wanted by the government, and mothers have sent their daughters away. They are afraid soldiers will rape them."

Oh Kil-nam's life was ruined by his decision to defect to North Korea. Seventy years old, he still does not know the fate of his wife and daughters - either dead or imprisoned in a labour camp.


In 1985, North Korean agents approached Oh Kil-nam and suggested he defect.


The agents offered him an important job working as an economist for the North Korean government and promised to provide free treatment for his wife's hepatitis.


Oh took the offer seriously. He had just completed his PhD in Germany on a Marxist economist. Back at home in South Korea, he had been active in left-wing groups opposed to the country's authoritarian regime.


His wife Shin Suk-ja was horrified by the idea of going to the North and opposed it from the start. "Do you know what kind of place it is?" she asked. "You have not even been there once. How can you make such a reckless decision?"


But Oh replied that the Northerners were Koreans too - they "cannot be that brutal", he told her.

A peninsula divided

    So at the end of November 1985, Oh, his wife and two young daughters travelled via East Berlin and Moscow to Pyongyang.
    When they arrived at Pyongyang airport, Oh began to see he had made a mistake in coming. Communist party officials and children clutching flowers were there to meet them. But despite the cold of a North Korean December, the children were not wearing socks and their traditional clothes were so thin that they shivered. "When I saw this I was really surprised and my wife even started to cry."
    Communist party officials drove Oh and his family to what they described as a guest house. The building was inside a camp in the mountains and guarded by soldiers. There was no treatment for Shin's hepatitis and no job for Oh as an economist. Instead, for several months, North Koreans indoctrinated them in the teachings of The Great Leader Kim Il-sung, the founder of the current regime.
    Oh and his wife began working for a North Korean radio station. "My wife began as a broadcaster but she was not able to carry on for long. Her health had deteriorated and at the same time she was quite critical of the North."
    Oh was less independent. "I began to read scripts based on party directives - in the end, I was like a parrot."


    While he was there he came across South Koreans who had been abducted, including two air stewardesses and two passengers from a Korean Air Lines flight that had been hijacked by North Koreans in 1969
    Oh was approached to go on a mission abroad. He was to be based in the North Korean embassy in Copenhagen, from where he could do what had been done to him - lure South Korean students in Germany to the North Korean embassy.
    When Shin heard about the plan she was furious. "I remember the two of us talking about it softly under the blanket. I told my wife that by fulfilling this mission, we would preserve our livelihood in North Korea. But she slapped me in the face."Shin said they would have to pay the price for his mistakes - he could not entrap others."She told me I had to find a way to escape when I got to Europe, that there would be a way to rescue the family."On arriving at Copenhagen airport, Oh managed to escape from North Korean control. "I approached the immigration desk. I had a little piece of paper on which I had written: HELP ME. I explained that the passport they were seeing was not my real passport, that my real name was Oh Kil-nam, and that my real passport had been confiscated in North Korea."
    After two months in jail in Denmark, the Danish authorities sent Oh to Germany. There he tried to free his family, but with no luck. "My biggest mistake was not to approach the German Foreign Ministry directly."
    For Shin and her two daughters, Oh's defection was catastrophic. They were taken to Yodok concentration camp, where the North Korean government imprisons its enemies. The conditions in this slave labour camp are reportedly as bad as anything in Nazi Germany or Stalin's Gulag.
    For a time, Oh heard nothing about the fate of his family. Then in February 1991 he managed to get six photographs of his wife and daughters and a tape cassette with a message from them."On the tape my daughters were telling me how much they missed me and my wife was saying that perhaps it would be OK for me to come back now."
    Oh suspected a trap. "North Korea was trying to stop me from heading back to South Korea because I had experience of working in its propaganda division. I knew a lot of its secrets, including the fact that many people from South Korea, who were kidnapped and taken to the North, were working there."

    But nonetheless the realisation that he could not get back in touch with his family was devastating. "By that time I had completely given up. My whole body was just broken down."
    In 1992, he returned to South Korea. "I felt that my death was not far away. I just wanted to be close to my brother and my sister on my death bed."
    Oh did not die but nor has he ever heard from his wife and daughters again. He does not know whether they are alive or whether they died in the prison camp.
    "I do feel that I may be able to meet my family again, but it is just a hope, a glimmer of hope inside a dark tunnel.
    "I hope there will come a day when I can meet my family again, hug them and embrace them, and cry tears of happiness. If it does happen it will be the happiest day of my life."

    (Reuters) - Around 40,000 people gathered in Oslo on Thursday to sing a popular children's song ridiculed by Anders Behring Breivik, who killed 77 people last July, as a show of protest against the right-wing activist's anti-immigrant views.

    Thousands more joined in song in towns across the country to sing "Children of the Rainbow", a song that celebrates the sort of multiculturalism that Breivik said that motivated his killing spree.


    The 33-year-old has denied criminal guilt, insisting his victims were "traitors" who deserved death for embracing multicultural values which, in his view, open Europe to a slow-motion Muslim invasion.

    Alain Juppe, the French foreign minister, said he was giving the peace plan put forward by Kofi Annan, the United Nations envoy, which includes sending hundreds of monitors to Syria, until May 5 to show it was working.

    That is the day Mr Annan is due to make his next report on the mission to the UN security council. Mr Juppe said it was the "moment of truth" and if the Syrian regime were not complying with the plan's terms France would seek a resolution under Chapter 7 of the UN charter.

    Chapter 7 permits the use of force, and was used in the Libya campaign, though it can also mandate non-military action.

    "This cannot continue indefinitely. We want to see observers in sufficient numbers, at least 300, deployed as quickly as possible," he said. "If that does not work, we cannot allow the regime to defy us."

    Mr Annan has already reported to the council that Syria had failed to withdraw weapons from population centres in violation of the terms of the April 12 ceasefire.

    "The situation in Syria continues to be unacceptable," he said late on Tuesday. "The Syrian authorities must implement their commitments in full and a cessation of violation in all its forms must be respected by all parties.

    " Government troops shelled and raided the Damascus suburb of Douma on Wednesday, on the same day that UN monitors visited the town. Activists have accused the Syrian government of using visits by the handful of monitors already in the country to target opposition figures.

    "Troops raided houses in Kourshood street, arresting people randomly," Douma resident Yahya Hawash said. "Some broke into shops. They started shelling at 8 o'clock this morning.

    "When the monitors came security forces were with them, and no one could speak frankly."

    Others claimed that 11 activists in Hama were captured and executed the day after they spoke to UN observers visiting the city.

    "Syrian intelligence came back to Arbaeen district after the observers left," said Mousab Alhamadee. "They arrested the activists from their hideout, took them to the High School of Industry and shot them.

    "The regime has decided to punish people who talked to monitors. Residents are fleeing areas that the monitors visit as they are afraid of government attacks."

    The full deployment of the 300 UN observers has been delayed since the plan was agreed, with only fifteen monitors currently inside Syria.

    Bassma Kodmani, spokesman for the Syrian National Council, said it still supported the Annan plan as a "positive development" that could yet acquire momentum. But she called for the observers to be supplied with helicopters – something unlikely to be agreed by Mr Assad.


    Mr Juppe said it was "unacceptable" that Syria had rejected a monitor from an unnamed country of which it did not approve, and has said it would not allow in any from countries that had joined the "Friends of Syria" group led by the United States, Britain, France, Saudi Arabia and Qatar.

    He said the peace plan was not dead, but was "severely compromised".

    A Chapter 7 resolution invoking the use of force would almost certainly be vetoed by Russia and China. However, they agreed to the resolution that sent the monitoring mission, and a report by Mr Annan, whom both countries have strongly backed, saying that Mr Assad had failed to live up to the resolution's terms would put both under pressure to agree some form of tougher action.

    In further fighting yesterday, activists abroad and inside the country reported the deaths of four civilians on a bus in the northern province of Idlib. The bus was attacked from a checkpoint on the main road from Aleppo to the capital.

    Syrian rebels launch Damascus attacks as violence escalates

    Rebels seeking to topple Syrian President Bashar al-Assad launched three separate attacks around Damascus on Tuesday, activists and state media said.

    The persistent bloodshed has tarnished efforts by a U.N. team of observers to bolster a truce that the international community sees as the last-chance to prevent the country from falling into civil war.

    U.N. monitors visited the restive Damascus suburb of Douma on Tuesday, their second visit in two days. Activists reported shelling and gunfire in the area on Tuesday. Amateur videos posted online also showed smoke rising into the sky after an explosion as well as men and young boys dashing for cover as gunfire is heard nearby.

    The Britain-based Syrian Observatory for Human Rights said one intelligence officer was shot dead in the northeastern Barzeh neighbourhood of the capital Damascus. Also on Tuesday, the state news service said "terrorists" shot to death a retired lieutenant colonel and his brother, a chief warrant officer, in an area southwest of the capital.

    Inside the city, explosives that were planted in an army truck blew up as the vehicle travelled through downtown. The blast in Marjah Square near the Iranian Cultural Center blew out the truck's windows, leaving a hole in its roof and blood and shattered glass on the road. The truck's driver and two passengers in a nearby car were injured and taken to a hospital.
    The state news service said an "armed terrorist group" had sabotaged the car by planting explosives under the driver's side.


    No one immediately claimed responsibility for the attacks.


    The 11-person monitoring team is in Syria to observe the ceasefire and prepare for a total of 300 monitors to arrive later. But some areas that have welcomed the observers with anti-government demonstrations have faced apparent retribution from the regime. At least 55 people were killed across Syria on Monday – most in the central city of Hama, a day after a visit by the observers.


    Tuesday's attacks underlined the increasing militarisation of the conflict, which began in March 2011 as peaceful protests calling for political reforms with inspiration from successful revolts in Egypt and Tunisia. The government cracked down with massive force, deploying troops, snipers and pro-government thugs against the opposition, while regime opponents armed themselves for protection and joined forces with army defectors.


    The U.N. says more than 9,000 people have been killed since the Syrian conflict began.


    The international community remains divided on how to stop the conflict, with the U.S. and many Western nations calling for Assad to leave power while Russia and China have stood by Damascus.


    All, however, have endorsed a six-point plan by envoy Kofi Annan that calls for a ceasefire that was to have gone into effect on April 12 to allow for talks between all sides on a political solution to the conflict.


    Despite broad backing, the plan has been deeply troubled. The Syrian government has not withdrawn its troops from populated areas or allowed media access, and its troops have shelled opposition areas. Armed rebels, too, have continued to attack military convoys and checkpoints.


    The regime cites such attacks in arguing that the uprising is the work of armed terrorists acting out a foreign conspiracy to weaken the country.


    A Douma activist, Mohammed Saeed, said via Skype that he had heard the observers arrived in the Damascus suburb but had no information on their visit.


    "The news here is very bad," he said. "There are tanks and shelling and gunfire and the army has prevented fire engines from entering."


    Activist claims and videos could not be independently verified as the Syrian government has barred most media from working in the country.


    Also on Tuesday, the U.N. food agency said it would deliver aid to 500,000 people in Syria, a tenfold increase since December, but warned around 1 million more people in the country still don't have enough to eat.


    The World Food Program said that by the end of the month, it will provide food for 250,000 people with help from the Syrian Arab Red Crescent. It also said it would quickly double that "in the coming weeks," focusing on the cities of Homs, Hama, Idlib and Damascus.


    The U.N. says 1.4 million people in Syria struggled to feed themselves even before the start of the conflict.
